Purchased app and invoiced for twice the shown price

I purchased an app splashtop remote and as you can see from the screenshot it is £3.98, I clicked the green button and downloaded/installed it.
I have been billed £7.97 beware of this sneaky behaviour. If I could figure out how/who to complain to I would. Won't be buying again.

There is not any sneaky behavior here; there may be an error in the processing of the charge.
I have looked at you webOS account and do not see this app splashtop remote installed at all. I can only see 3 paid apps Big Boss, Camera, and Glimpse, and a promo code was used for all 3. But if you have a double charge on you credit card account, one could be an authorization and the other the actual charge. If the second charge does not fall off after a couple of days then you need to call webOS support in the UK at 020 7660 0950 to get a refund of the second charge on your account, if the app does not show on our side then you would have to provide a copy of your emailed receipt for proof of purchase.

You can set up an iCloud account on each one (the SAME iCloud account using the same AppleID on each) and then sync via iCloud.

However, an iCloud backup nor sync contains purchased content - that is available for redownload from the iTunes and App stores (so no need to waste iCloud space storing it for you).
So, for purchased content, you will have to download it on each device - just use the same AppleID and download each item on each device.
Without a computer to aid the sync'ing, downloading the purchased content on each device is the only way.
P.S audiobooks cannot be re-downloaded once purchased (all other content can be), so without a computer to save, store and move the audiobook files around, you will only be able to put those on one device - the one you first purchase it on.

Changing your Apple ID to your current, working email address will not create another Apple ID, it will only change it to your working email address.

Developers control which versions of their app is in the store. If a developer releases a new version and pulls the old version then it will no longer be available in the store.
If you sync the device that has the older app in ITunes on your computer and choose to transfer purchases, you will then have your own saved copy of the app. Then, sync the other device and select to install that app from the list of locally saved purchases.

I would say to start by looking on their web site... unfortunately, that appears to be dead.
Based on the horrible ratings on the App Store (1 star for the current version), I'm not surprised it doesn't work well.

Had the same problem, the only fault and the reason why it happend is a bad wifi connection!
Could ofc be something else, but thats my two cents!

How do I transfer purchased apps from one mac to the other?

When i want to sync my iPhone in iTunes on my new computer I will lose all of the apps that I purchased.
Can someone tell me how to sync it in a way (or some other solution) so I can keep my purchased apps?
I'm using the same ID as on old mac.
I have been searching on the internet for help, but I can't find a clear answer.

1) authorize iTunes on the new machine for your iTunes store account(s)
2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
3) sync the device
iTunes will wipe the iPhone but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPhone with it.
btw, purchased apps can be redownloaded over and over free of charge ...
