That method is controlled by your service provider...if they have not yet approved it, then it's not available to you. But you can move beyond regardless. But, due to the number of problems with "upgrading" to this OS level, I suggest you try the very clean and very forceful AutoLoader OS Reload:

Beware that it is completely destructive...the device will be "like new"...no data, no apps, no accounts, etc. Be sure you take a full backup first, as well as make full manual documentation of all apps, accounts, configurations, etc. Sometimes a restore reintroduces the very corruption one is trying to eliminate, and manual reconfiguration is necessary.
You can also use this to fall back to a prior OS if you desire...you can install any OS level for which you can find an AutoLoader. (Hint...search over on the CB site!)

I don't see updates on update page of app store

My App Store icon shows a red number to signify there are updates. When I go to the updates page of the App Store, I get a blank page so I can't tell it to download the updates. Any help would be appreciated.

According to Fly150 in another discussion, this will work.
If you want to update the Apps while waiting for Apple to fix Updates:
1. Go to App Store
2. Select Purchased
3. Select All
4. Scroll down to find the Apps showing update
5. Select update on the Apps
This should update the Apps and get rid of the update count in App Store.

I too added 2nd apple ID when I tried to get Free app from apple store just to get to NONE on the credit card needed. It said it sent confirmation email to my new apple ID email that I have to confirm. Problem is I can not get to the new apple ID email account. On my ipad it logs into my original email account and I see no where to log into another email account. If I go to my laptop, the new apple ID I created does not let me log into email where apple said it was sent to. It did not send to back up email account either.

When updating to iOS 7 auto update for apps will be turned on. When an app has an update available your iPad will download and install the update with no input from you. Apps that have been updated by this automatic process but which have not yet been opened will show a blue dot before their name.
A record of updated apps is kept for your convenience. You can see this record by using the App Store app and select Updates, the right most choice in the bottom row.

Look on the Launchpad icon in your Dock. Or switch over to the Purchases side in App Store. If it's downloading it will take a while since Mountain Lion is over 4 GBs.

hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.

What wireless carrier did you use before this problem?
Does the app Cydia appear on your iPhone?

All apps are tied to the Apple ID that downloaded them.
They can not be transferred to a new Apple ID.
You will have to use the Apple ID and password used to download them.
If you do not wish to do so, erase them and download them under the new ID. This will wipe any data in the app and you will have to pay for them again.
