QM_Dynamic modification rule

Question

Dear QM Experts,
Scenario and Requirement
1.     There are few incoming materials for which every inspection lot has to be skipped.
2.     This control is required for specific vendor material combination wise.
3.     Elaborately this may possible that for material 123000 there are 2 vendors ABC and XYZ. Out of which all inspection lots those come from ABC only have to be skipped while for XYZ vendor inspection lots should be created in REL mode.
Queries
1.     Can we fulfill this requirement by DMR at lot creation?
2.     Since there are no parameters that client want to inspect should we use DMR without task list?
3.     First inspection lot should be skipped. Whether it is must to create quality levels manually for the first time?
4.     Can anybody brief the step by procedure to fulfill this requirement?

Hi
This is very much possible by DMR.
1.Create  a DMR(Steps Given Below)
Now Lets consider material 123000 there are 2 vendors ABC and XYZ
For Vendor ABC you can create a task list where in Material Assignment you can mension ABC vendor agaist material and Maintain a DMR(at lot level in Header of inspection Plan) which is Alwaz skip.
For Vendor XYZ you can create a task list where in Material Assignment you can mension XYZ vendor agaist material and do not maintain DMR.
Now look at the steps:
1.Go to QDR1
2.Click on At lot level.
3.Go to Next screen
4.Say stage 10 , click on skip ,short text:Skip
5.Next line say 20,Enter seviarity say 4 ,click on seviearity ,Enter short text as say reject
6.select bot lines and click on stage change
No. of skips........999( you can change also)
New insp. stage :10
Rejections           1
New insp. stage:20
for stage 20:
No. of Inspection : 1
New insp. stage :10
Rejections           1
New insp. stage:20
SAVE
Apply this DMR to Inspection plan with vendor ABC
His lots will be alwz skip while do not apply any DMR to XYZ his lots will be under inspection alwz.
You need not to change Quality level manually
