Query data

Question

I have a denormailized table which consists of data in this format .I am trying it to query data from it as per my requirements . Can someone help me on this
ID     groupid          ROLE          TOPIC
1     2001          FIREMAN          SAFETY,MAINTENANCE
2 2002          FIREMAN SAFETY,DEVICES
3     2003          GUARD          SECURITY,RESPONSIBILITIES
4     2004          GUARD          DEVICES,SECURITY
trying to query the data in this format like select role,groupid,topic,topic1,topic2,sec_group from temp;
2001 fireman safety maintenace devices 2002
2003 gurad security responsibilities devices 2004
here are the sample sql's for a trial .
Create table temp (ID int,groupid int,role varchar(10),topic varchar(100));
Insert into temp values (1,2001,'FIREMAN','SAFETY,MAINTENANCE');

Are there always 2 items in a topic string?
Is the order important in the secondary group?
What's the database version? (select * from v$version)
