    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page should let you reset them : http://support.apple.com/kb/HT5312
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use

    forgot security question answers, now account is deactivated, tried to contact with support via phone, but in my country its a different region, so i spend all of my money while waiting more than 20 minutes, is there any other option of getting help?

    Usually the message that you receive that the account is deactivated is just a temporary block that usually last about 24 hours. If you have rescue email that has been verified on account you should be able to reset your security questions without the need of contacting the Account Security Team. If you do now have a rescue email in the account at this point, you won't be able to add one at this moment since is going to ask you to answer the security questions, to which at this point the only way to reset the security questions will be by contacting support. The account security team has chat support, although they won't be able to assist you reseting the questions over chat, at least you can create a case over chat and explain the situation form there they can attempt to assist you better and provide support solution for the fact that you don't have Apple Care support in your country.     It's not due to lack of reading the screen.  I'm getting the same thing on one of my apple id accounts.  I logged in using two other accounts I have and each had a slightly different behavior.  One had the "reset password by email" button above the security questions that I could modify just fine.
    However, my primary account which is used for accessing other services with Apple will not allow me to see the "reset password by email" or allow me to edit my security questions.  It gives me a combination of two questions out of three possible.  Unless I get the answer right, it will not let me reset the password or change my security questions. 
    I've scanned the web pages in painful detail and am not missing any instructions or other links that might help get around this "chicken and the egg" problem.
    The primary difference between the problematic Apple ID and the others I've used is that it was associated with a Family Pack mobile me/.mac account.  It was the primary account.  Wonder if there is some special code to protect the primary account id so that the other five Mobile Me/.Mac accounts won't get compromised.  Just grasping at straws ...

    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    If you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
    If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get the questions reset (which is likely to be via phone, not email).
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
    or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
