Your post needs a little clarification/correction.
1. Correct.
2. The discounts are: 50% off if you purchase the 12-month Online # option and 33% for the 3-month option. The discounted prices (which apply if you purchase a Limited or Unlimited Plan of any length) are $30 and $12 respectively.
3. The discounts are applied at checkout and are therefore effective immediately.

    How can I delete my account? There is no "cancel plan" in my creative cloud free membership.

    I am making a monthly subscription but it seems there is an extra fee for topping up skype credits. Why is that. I remember I could cancel this credit by unchecking this option. Now it seems I have to pay this extra mandatory. Is it true?
    A weird thing is after I choose a subscription, the Total box doesn't include the credit fee why is that?

    I appreciate your help. They had my card information because I had used Creative Cloud in the past as a monthly subscription, which was cancelled well before I had purchased the 1-year subscription from bhphotvideo.com.
    Unfortunately, the only 'solution' they were able to provide me involved cancelling my membership (due for expiration on December 25, 2015). I just got off support a short time ago and received this email from Adobe:
    I have no idea what 'features' I will be missing out on. Regardless, the support agent told me that I will be able to use Creative Cloud until December. Hopefully a CC update will not render my products unusable. Still, this leaves me feeling very icky. Even if this solves my problems with the billing, it does not help solve the feeling of not being recognized as a paying customer.
    Note: Customer support already attempted this 'solution' before, but I contacted them because of the fact that I was recognized as a 'Free' member, not a 'Paid' member. But for resolution purposes I've decided to give them a yellow flag on this one. Hopefully, it's worth the offensiveness of such a title.

    Like Rob I'm a Windows user, and - like him - I thought "uninstalling" on Macs was simply a case of trashing the application. Google would seem to concur.

    However, I also have a monthly subscription for calls from New Zealand to Sweden. Whenever I call Sweden, Skype deducts from my Skype credit rather than from my monthly 120 minutes allowance provided by my monthly subscripition.
    How do I get Skype to use my free minutes (from my monthly subscription) FIRST?

    Please check  that your subscription covers calls to the Swedish number you are trying to reach - some subscriptions cover calls to land lines (also known as fixed lines), for example, and not mobile numbers.  If it does, please contact Skype customer service to report this issue.

    Any in-app purchases are subject to the 30% withholding.
    No way around it.
    Amazon purchases are physical items (not digital) and do not go through in-app purchase so they are exempt.
