Quicktime reads fps as 24.  fcp reads fps as 30.97

I'm working on a project with lots of effects.
I'm working in ProRes sequence 1080x1920 at 23.98. We've received a lot of Photo JPEG files from our effects team at 960 x 540. When we play these files in Quicktime, it reads as 24fps. When we import the files into fcp, it reads as 30.97 fps.
We've attempted converting the files to ProRes and forcing it go to 24fps, but the same thing happens. QT reads it as 24, and fcp as 30.97. When I drop the ProRes conversion into my 23.98 timeline, it indeed asks for a render.
Any ideas why this is happening?

I'm working in fcp 6.0.3.

As stated above, the files are playing back at 24 fps when opened in Quicktime. Upon importing into a 1080x1920 ProRes FCP project, the frame rate switches to 30.97. If I open the clip into the viewer, it will play back and some of the clips then go black at the end. Some of the clips will have one flash frame of white before going to black, others just go to black (this is just in the viewer). It seems to make mathematical sense - that is, a 1 second clip will have 6 or 7 frames of black which would account for the 30 or 31 frames of the 1 second 30.97 clip. But other sense, it does not make.
If I drop the clip into a 23.98 sequence, these black frames don't appear. (Also, the black frames do not appear when playing back in the quicktime player)
I guess my question is, is this something the effects guys are doing incorrectly (since some of the material they're sending reads as 24 or 23.98 in fcp, but the majority of it is 30.97), or is this a wacky final cut pro thing?

      Why does my quicktime player version 10.2 sometimes read AVI video and other times it will not recognize that same file. I have a video card that sometimes it will read then the next time it recognizes the card but will not open the video. Message says "quicktime does not recognize this file.

    AVI is a container just like MKV, WMV, MOV, and MPEG. It is possible to use many different compression formats aka. codecs in an AVI container.
    Think of the container - AVI as being an envelope, and the compressed video in it as a letter. The letter may be in a language you cannot read even though you know how to open the envelope.
    Historically QuickTime did have some built-in ability to use AVI files and some formats in those files, this used to be further improved by installing the free Perian (for Mac only). However with Mavericks Apple have removed the ability for QuickTime X aka. QuickTime Player 10 to use AVI files, it now really only accepts MPEG4 or H.264.
    It is still possible to install QuickTime 7.6.6 in Mavericks and if you use it and Perian rather than QuickTime X you can still use various AVI files.
    Note: Mavericks also now no longer shows previews or thumbnails for AVI files for the same reason.

    Of the 290 AG-DVX100 24p clips I've captured to my hard drive for my first feature, about 50 or 60 of them have vid rates (at least according to the clip descriptions in the FCP browser window) of 29.97 fps. My other 230 - 240 clips are (again according to the browser) 23.98 fps. When I open any of the 29.97 fps mov master files in QuickTime and click on "Movie Info," QuickTime tells me the actual frame rates vary with the file, from, say, 24.45 fps to 23.39 fps to (sometimes) 29.98 fps, and so on.
    When I drag any of these files to the viewer, they seem to play perfectly fine, though in the viewer everything plays back at 30 fps. In fact, even my 23.98 fps clips play in the viewer at 30 fps, which I can tell when I step through each frame with my arrow keys. Is this supposed to work this way?
    Anyway, my real question is that my Easy Setup default sequence editing rate is 23.98 fps, so no matter which clip I use at which frame rate, once I drop it onto the timeline and start to work with it, it immediately works at that 23.98 fps rate, even if it is supposedly a 29.97 fps master file. I could use Cinema Tools to reverse telecine each of the 50 or 60 29.97 fps mov files to bring them into frame rate conformity with my other 23.98 fps stuff, but I don't want to do it if I don't have to. Is this step necessary?
    I plan to create a 23.98 fps DVD and eventually upload to a reel of 35 mm film. Any light you can shed on this most bewildering subject would be most appreciated!

    Sorry - I should specify that I shot my footage (at least most of it, if not all of it) on a DVX100A with the f6 setting so it's 24pa footage, not 24p. Sorry about that.

    My question is how to read an avi file using "Read from binary file" vi .
    My objective is to create a series of small avi files by using IMAQ AVI write frame with mpeg-4 codec of 2 second long (so 40 frames in each file with 20 fps ) and then send them one by one so as to create a stream of video. The image are grabbed from USB camera. If I read those frames using IMAQ AVI read frame then compression advantage would be lost so I want to read the whole file itself.
    I read the avi file using "Read from binary file" with unsigned 8 bit data format and then sent to remote end and save it and then display it, however it didnt work. I later found that if I read an image file using "Read from binary file" with unsigned 8 bit data format and save it in local computer itself , the format would be changed and it would be unrecognizable. Am I doing wrong by reading the file in unsined 8 bit integer format or should I have used any other data types.
    I am using Labview 8.5 and Labview vision development module and vision acquisition module 8.5

    Check out the (full) help message for "write to binary file"
    The "prepend array or string size" input defaults to true, so in your example the data written to the file will have array size information added at the beginning and your output file will be (four bytes) longer than your input file. Wire a False constant to "prepend array or string size" to prevent this happening.

    Sounds like you may need to repair the Disk Permissions on your drive where your images are stored.

    Which Operating system you are using?
    Can you open Adobe Reader by itself?  If so, try disabling Protected Mode [Edit | Preferences | Security (Enhanced)] and then try to open the file.

    I am on a Mac and the software is downloaded onto my computer. i keep it updated.  Had been working fine and then a few months ago this happened.  It's as if the reader is programmed to be reading it "opposite".   as if where there would be a white page there's black and where the text would be it's invisible.  Seems like there's some kind of setting I could change to right it back to read correctly.

    I have a PDF generated through a third party library, and it is a tagged PDF (running it in PAC 1.3 and 2.0 says it passes accessibility test) and when I use the Read Out Loud feature on it in Adobe Acrobat Pro XI and Adobe Reader, it ignores all the tags (including any Alternate and Actual text fields) and reads the content of the PDF instead of the tags. It even reads the header and the footer which are marked as Artifacts, which is strange as Artifacts should never be read out loud. When I run NVDA and have it read the PDF, it reads it normally as expected (reads only the tags, and follows the Alternate/Actual text fields).

    Here's an example of the file. I would expect the Read Out Loud feature to start with "I don't know", but instead it says DEVELOPMENT (an artifact) and then I D N, then I expect it to get to the last line of text before the footer and then simply continue to the second page, but it will instead read the header and the footer before it moves on to the next page. Any reason why it behaves like this? Why it ignores the tags and why it doesn't ignore the artifacts?

    Thank you for your reply.
    In order to make a sample of the pdf I changed actual code to produce the PDF I have linked to in my original post, and I didn't actually check that it passes PAC 1.3 and 2.0, as I simply believed that my code change did exactly the same thing that the production code does. It of course did not, and I gave you a "possessed" PDF Sorry about that. Here is a new sample, this time done a bit better

    In PAC 1.3 it only warns about bookmarks, in 2.0 it fails the font embedding which should not be an issue and says PDF/UA identifier is not set - this might be the issue, but I do not know how to set it, I understood that all I need is to have the Title, Language and some other metadata fields set for the PDF to be PDF/UA compliant.
    Anyway, I hope this sample works out better for you

    In LC Designer, there is a standard script in the Print button:
    xfa.host.print(1, "0", (xfa.host.numPages -1).toString(), 0, 0, 0, 0, 0);
    The second parameter tells Acrobat the start page and the third parameter sets the last page to be printed (both are based on a zero page numbering system). The help file sets out the different parameters.
    In AcroForms the following should print:
    this.print({nStart: 0, nEnd: 7, bShrinkToFit: true});
