QuickTime StartTime not working on iPad

Question

Not sure if this is the place to ask if not please advise.
The following code works fine on my desktop but on the iPad it ignores the the start time and starts the playback at the beginning of the clip.
For example on MAC desktop using Safari the following starts the video at 35.72 seconds in and stops 44.26 seconds in.  On the iPad it starts at 0 seconds.
