Re Installing Lightroom 4

For various reasons I uninstalled Lightroom 4. It had not run as smooth as before since I tried Lightroom 5 Beta which I have also uninstalled. I have tried to reinstall 4 but I am not having much luck. Firstly it does not ask for the serial number, Im not sure if it associates the program with my I.P address and therefore doesnt need it, but I would have expected to have to enter it. After loading I open the program and the catalogue list dialogue window opens as normal but there are no catalogues to open. Lightroom 4 should, I think, have created a catalogue "Lightroom 4 catalog.Ircat". I have tried creating a folder "LR4CIB Library" which is from the Adobe Classroom in a Book CD but it doesnt help. Can anyone help me please?

LR does not associate IP's or whatever for the serial number check and it also does not validate your license by "calling home".
If you did not explicitly delete it when you were uninstalling LR4 before, then the catalog is still in the same place as before and you can open it from within LR4 since an uninstall does not remove the catalog nor touch any of the images. Look for *.lrcat files and naviagte to its position in LR to open the catalog.
Of course, you can always create a new catalog from within LR.
