Unfortunately, there may not be much Skype can do.  It would all depend on where you are calling from, where your Skype To Go number is located (area code and prefix), and whether a call from your phone to the Skype To Go number is considered a long-distance call by your landline or mobile phone carrier. 
Skype never guarantees that calls to Skype To Go numbers are always free, since you can call those numbers from almost anywhere in the world (if you're willing to pay the cost of a call to those numbers).  This is more of a problem now, with so many new area codes popping up all over Canada and the USA, where a phone across the street from you can be in another area code - and, depending on the jurisdiction, could be considered a long-distance call!
