Recently I brought iPad air 128 GB but showing 115GB why different 13GB

iPad Air 128 GB Wifi + cellular, storage capacity showing 115 GB on factory reset condition why difference 13GB,
I asked the shop staff they told me this normal for IOS and / or Preinstall app reserve storage capacity totally 13GB and this reserve will variable depend on IPad capacity model and IOS version ( more bigger capacity more reserve ) Is this true?
Example model 16 GB the storage will shown 13.3 GB different 2.7 only (my iPad [ 3rd generation ] wifi + cellular, 16GB, iOS 7.0.4, factory reset condition ) even Apple support staff in Thailand can not gave clarify my question.
Also they mention I can't return this because other function are work in order.
In my opinion this is too big reserve. Either the system reserve (iOS and pre install app ) nor the some of HDD chip are damage. Sorry if my English not good enough.
What I can do next please advice.

You created the same Apple ID with the setup assistant on the new iPad Air - the same Apple ID used for the iTunes and App Store on your iPhone?
There is no charge for a free app regardless.

No, reordering within folders and albums is not supported. the yare arranged automatically by date. I found this, but I have not used any of the apps besides iPhone. You might check the descriptions to see if they do what you need.

while using safari a blue screen appears,then the iPad shuts down ,and restarts by itself

- cleared cookies,

- reset to earlier settings which is currently running I.e iOS 8.0.2 , because the blue screen started after installing updates
but now it still continues,

I tried to recreate your occurrence, could not recreate it.
The Air monitor feed cable is on the RIGHT side, so its extremely unlikely (near impossible) it could be EMI or RFI
There should no logical reasoning behind same.
However the IO board is on that side, but the Ipad mini even with a tri-field meter puts out next to nothing

You do not need anti virus for the iPad. The ipad only installs things from the App Store and those apps are vetted. In addition, the operating system of the ipad isn't the same as PC's or Macs so common viruses don't run on them.
The only thing you need to be aware of is protecting your info....Go to a bad site and enter your info and you're just as vulnerable as you would be on a computer. So the device isn't vulnerable to anything but user actions.

Disconnect other USB devices from your computer and connect iPad to a different USB 2.0 port on your computer (not on your keyboard).
Turn iPad off and turn it on again. Press and hold the Sleep/Wake button on top of iPad for a few seconds, until a red slider appears. Then slide the slider.
Press and hold the Sleep/Wake button until the Apple logo appears.
Restart your computer. Then reconnect iPad to your computer.
Download and install (or reinstall) the latest version of iTune

Send it back. That's the activation lock and it's a theft deterrant program. If the seller can't or won't give you that apple ID to unlock it, then you'll never be able to use it (and it's a very real possibility that the ipad wasn't theirs to sell in the first place)

YYosemite is a Mac OS and it doesn't run on an iPad. You cannot delete or install Safari on the iPad. It is on your device somewhere.
Swipe from screen to screen to look for it.
Check Settings>General>Restrictions and make sure that you didn't disable it.
You can also reset the home screen layout and the icon will reappear - but the home screen will return to the way that it looked when you first activated your iPad. Settings>General>Reset>Reset Home Screen Layout.
