Recently my Iphone 5 was stolen in India. I 'Erased' my phone from find my phone app and so now i am not able to access 'locate my phone' option in that app. How can i do that?

Another thing that happened recently is someone tried to reset the password of my Apple ID. Since i have erased my phone, will the thief be still able to use the phone? If i remove my phone from my Apple account will he be able to use it then?
Note: I didnt have 'Find my phone' app installed when the phone was stolen. Don't know if needs to be explicitly installed for it to work.
