Recommendations on deploying multiple iPad's with the latest iOS

Question

We recently purchased 25 iPad 2's. I am looking for recommendations on the best way to activate and update the iPad's before deploying them to users. Here is what I've come up with so far.
1) Activate iPad using iTunes activation-only mode
2) Connect activated iPad to iTunes in regular mode
3) Click Register Later and accept the default prompts to associate the iPad with iTunes
4) Update the iPad to the latest iOS using the latest IPSW file
5) Repeat steps above on same workstation for each iPad
We are providing the iPad's to board members who will need to setup the iPad's with their own iTunes accounts. Some board members already have existing iTunes accounts that they will associate with the device, for the others, we will work with them to create iTunes accounts.
My concerns with the steps above:
a) Will we be able to perform the above steps for all 25 iPad's or will we encounter license/iTunes restrictions?
b) Will the steps above prevent the board members from registering the iPad's with their own iTunes accounts and using the iPad's with iTunes on their own workstations?
c) Any other concerns/issues.

Thank you for the feedback Bonesaw. I've revised my steps as follows for anyone else who's interested:
1) Open iTunes on workstation
2) Connect iPad to workstation with USB cable
3) In iTunes, click "Register Later"
4) Click "Not Now" for Find My iPad registration
5) Check the box to agree to the license agreement and click Continue
6) Select the radio button that says "Set up as a new iPad" and click Continue
7) Name the iPad (e.g. User First/Last Name and S/N)
8) Uncheck all "automatic" sync options and click Done
9) Click "Ok" or "No Thanks" for the "send Apple information" prompt
10) To update the firmware using an offline copy of the firmware file, hold down the Shift key and click the "Update" button
11) Find the IPSW file specific to the firmware and cell carrier and click Open.
12) Click Update on the firmware update prompt
13) After iPad firmware update is complete, disconnect firmware
14) Repeat steps above
