Redirection issue in ADF

Hi all
iam using the the meta tag for redirection in my ADF application
  <meta http-equiv="Refresh" content="0; URL=http://127.0.0.1:7101/Application1-Project1-context-root/faces/pages/test.jspx"  />Above is my code which works fine.
I want to replace the hardcoding url from the URL attribute using the url kept in my .properties file.below is my code
<f:loadBundle basename="view.urlproperty" var="testproperty"/>
<meta http-equiv ="Refresh" content="#{testproperty['URL.success']}" />but when is execute my adf application it get browser error as
OracleJSP error: oracle.jsp.parse.JspParseException:
Error: Encountered deferred syntax #{ in template text. If intended as a literal, escape it or set directive deferredSyntaxAllowedAsLiteral

Hi John
i have gone through the following steps
1)I have creater a router activity
2)I then added property inspector in that i added following things in cases
Expression* #{pageFlowScope.Validationstatus == 'true'} and Outcome* as success
Expression* #{pageFlowScope.Validationstatus == 'false'} and Outcome* as fail
and also i mentioned default outcome
3)After that i added the view item and given name test.jspx and added control flow case name as success
and agin i dded another view item given name as validationerror.jspx and added control flow name case as *"fail"*
so how to exectute this or addit it in my main page.
