Refurbished Ipad on the on-line Apple store

I live in Portugal. I' am a Apple client for the last 7 years. Why can't buy a refurbished Ipad on the on-line Apple Store? Only U.S. clients can do that?

it is because "refurbished products" are not sold in every country through the Apple website. They are not only available just in the US store, other countries stores as well.

I ended up having them call me then was able to give them 1 of my secret questions right and they reset things so I could reset all my secret questions.
Try going into contact support and see if you can schedule a call. There seems to be some issues with peoples' id's and this update. iTunes thought that I'd never bought anything from my computer or device before, and I clearly had, so it's like it got confused. THen I tried to get my questions reset, but the mail never came, which is why I just got a phone call because I felt it was 'real person' time.

You have encounter Activation Lock, the antitheft feature of the iPhone. The previous owner did not remove the phone from their account. The phone cannot be used until they do. Return to the store and let them sort this out. It is very unusual for someone to "forget" to disable activation lock, as it is necessary to do so to erase personal information on the phone. So it is quite likely you bought a stolen phone.

He dragged the icon out of the dock at the bottom and disappeared. That icon is merely a "shortcut" that opens the application when you click on it.
You still have the app. Open your applications folder and look for the App Store app icon. Click and hold down on the App Store icon and drag the icon down into the dock to replace it. That puts the shortcut back into the dock.

What do you 'stopped working and was closed, I can not work with him' ? What exactly are you seeing on the phone's screen ?
If it's the activation screen and you can't remember your password for your account then see if you can get it reset via http://iforgot.apple.com

Does the person who gave it to you still have the receipt ? An iTunes account can only be used in one store at a time, and you need to be in that country with a valid billing address on your account for that country in order to use it there. An email address can only be linked to one account, so if you want two separate iTunes accounts then you will need two email addresses

Surely there must be a way for Apple to hear all of the people who live in a country and don't speak that country's language. Why isn't it possible to have at least an international version in English, both for the Apple Store & Itunes store?
We can understand the legal reasoning behind localizing stores and having some products available in one country and not another but Apple can't expect us to have credit cards in a specific country just for the purpose of enjoying Apple Store or Itunes store in English.
I currently live in China, my residential address is in Germany and I'm French... It annoys the **** out of me to have to confirm that I've read Apple's licensing agreement in German, which I hardly speak!
