Removing the possibility of disabling iPad

Hi,
I've got three iPads set up on a stand in our restaurant at work, for customers to use for the internet and for certain apps relevant to the industry we're in. I've used the iPhone configuration utility for Windows to restrict almost everything apart from Safari and the aforementioned apps, but customers are still able to disable the iPad somehow, necessitating removing the iPad from the stand and taking it to my computer to reset it.
I suspect customers are disabling the iPad through the Settings menu somehow - is there a way to restrict access to the Settings menu to stop this from happening? Also I doubt there's a way to stop the iPad from disabling itself, but is this remotely possible?

You've got to be careful with find my iPhone / iPad with ios7
If someone access iCloud and puts there own info in they can potentially lock you out of the device
Stopping you from reseting and restoring the device without their Apple ID and password
If that happens you'd have to prove to Apple you own the device
Setup find my iPad and restrict access via Configurator or on the device so restrictions can't  be changed
Without a password
You could look at supervising the devices which locks it down more
You could also use free MDM solution
These allow you to push changes OTA and lock wipe devices remotely set restrictions etc
