Use the attached.
Decompress the provided .rar archive with Winrar: http://www.rarlab.com/download.htm
Then flash the included file with Nvflash for dos: http://www.guru3d.com/files_details/nvflash_download.html
To do so rename the included file to .rom and create a dos bootstick (https://forum-en.msi.com/index.php?topic=165175.0)
Put nvflash and the vbios file on it and boot from the stick. Then type nvflash -4 -5 -6 gop.rom (if renamed vbios that way) and hit enter. Confirm the questions and let the tool flash

Request : MSI R9 270X vbios
Hi,
I recently purchased a new MSI R9 270X 2GB card and I'm having a lot of "flickering" problem since I use it. First it started after using MSI AfterBurner to get the most of it (OC proved stable after two hours of MSI Kombustor stress test with max temperature around 75°C). Strangely not while in game but in his idle mode (300/150MHz). The flickering occurs on the desktop, while using web browsers (tried 3 of them) and sometimes the screen goes wild for no apparent reasons and I have to restart the computer. Since I OCed it, my first thought was to bring it back to its normal mode (1080/1400MHz) but even his this idle mode (150/150MHz) I still got the flickering. It disappear while in game but even if I use the MSI Gaming App (OC and Gaming mode to avoid the idle mode) I still get the flickering. I still own an old HD 5770 and have no flickering with it. Tried to use both and I still have the flickering if the R9 is the primary card. I also used DDU to uninstall all AMD drivers and reinstall the R9 with no changes.

Thx in advance for your help.While I was looking around on the web for people with same issue, I decided to try something else. I uninstalled everything that was GC related, used only the R9 270X and installed the MSI version of the drivers. So far I don't have anymore flickering (even when OCed). Still, I'll need the newer vbios just in case since I know it was only temporary for some people. Will post here any good or bad review about this trick. I just hope it'll hold since I was thinking to buy another MSI R9 270X and that will wait until I'm sure the flickering is gone for good.

Create a bootable usb stick (https://forum-en.msi.com/index.php?topic=165175.0).
Then unpack the previously provided archive (302.rar) and put the included file (TV277MH.302) on that stick.
Rename TV277MH.302 to 302.rom. Put the atiflash.exe also included in the archive on the USB stick too. Now boot from the stick.
Type atiflash -p -f -noaper 0 302.rom [ENTER] and let it flash the vbios. -

Do you mean why it doesn't come with a GOP vbios out of the box? If so that is because older mainboards with a UEFI bios not being GOP compliant will not work with a vga using a GOP vbios. The system would simply not post. As there is a large variety of boards that this would happen with you can assume that many rmas would come in. The issue would happen on e.g. P67, Z68, Z77, X79, AMD 990FX based boards which aren't at a quite current bios version. For some older of these there even is no GOP compliant bios. To avoid this from happening it would be needed to offer a dual vbios so the user can switch between GOP and legacy vbios (like on new R9 2xx cards) but that adds costs. Shipping the cards with a legacy vbios ensures that it will work on all systems while the user can update later if GOP support is needed. -
