Reset Phone

Question

I had to reset my phone completely as it was keep showing hour glass even after i remove the battery and etc. I reset it by erasing everying from Options>Security>Security Wipe.
Now I wan to reset it and i created a new blackberry id online but I am not able to set up the phone at all.
When I go to Options>Third Party Application>Blackberry ID i get error "Unable to update BlackBerry ID account information while Offline" I do not know how to overcome this issue.
When i go to  Setup>BlackBerry Messenger i get error "cannot set up BBM. An error occured  with Blackberry ID".
I cant also set up email account.
If i go to blackberry world i get error "No cache credentials. (Error id: 40721)"
Can someone please guide me how can i set up my phone so that i can enjoy all the blackberry functions such as BBM, Email, adding applications such as whatsapp, facebook, etc.
I bought my phone from Malaysia and it has passed its warranty. I now reside in the USA and using T-Mobile as my carrier.

Let's check if there is an existing/obsolete IT Policy on your BlackBerry
Go to Options > Security > Security Status Information
The IT Policy details will be listed under the heading IT Policy.
Note: If there is no ITPolicy header or only No Services is displayed, then there is no IT Policy assigned to the smartphone. 
Please inform me if the device has IT policy.
If there is no IT Policy on your BlackBerry then I think the problem is in your BIS plan, It might not be properly provisioned. Contact T-mobile and tell them about the issues you're having. they can help you to provision the BlackBerry smartphone.
