You need to contact Apple. Click here, phone them, and ask for the Account Security team.

why my Alternate Email Addresses does work on my send an email to your rescue email address to reset your security questions and answers.?
Because an alternate email isn't the same as a rescue email. If you can't get an email sent to your rescue email address or don't have one, you need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

Because you would have had to setup a rescue email address BEFORE you forgot your answers, too late now. You'll have to contact Apple to fix. Contact numbers here:

Solution to reseting your security questions and answers
I had trouble reseting it 'cause apple wouldnt let me do it so I decided to call them! And they fixed it for me!

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use -
