Resetting my secret question answers

I forgot the answers to my secret questions.
I have sent an email to technical support and chatted with an apple expert.
Below you can read the reply to my mail:
"I am unable to reset security questions at this time. This is because our supervisor's access to the reset tool is suspended at this time. It is currently suspended because we value account security and the security of your account."
"At this time no security questions are being reset for anyone including our customers since long ago. This current situation has been going on for a week now. I know you want a phone call to solve the solution. If you called us at 800-APL-CARE you would hear the same answer. There are no security questions being reset."
This method of secret questions and answers is employed by many banks, but at the end, a phone call can solve the situation.
How come apple can not reset the answers???
Does any one has a similar problem???
Any advice will be most welcome!!!!

I have also called and emailed Apple Support regarding this issue. Both email and the phone call said that no one can currently reset the security questions.
I was told to leave feedback since they review all the comments, here:

If enough people mention it/ complain they will hopefully fix the issue soon.

You won't be able to change your rescue email address until you can answer your questions, if you don't have access to your current rescue account then you will need to contact Support in your country to get the questions reset.

You won't be able to view and/or change your rescue email address until you can answer your security question(s). If you only have one security question then you should be able to reset it according to http://support.apple.com/kb/HT6170 :
Reset your security questions
Go to My Apple ID (appleid.apple.com).
Select “Manage your Apple ID” and sign in.
Select “Password and Security” on the left side of the page.
If you have only one security question, you can change the question and answer now.
If you have more than one security question:
Select “Send reset security info email to [your rescue email address].” If you don't see this link or don't have access to your rescue address, contact Apple Support as described in the next section.
Your rescue address will receive a reset email from Apple. Follow its instructions to reset your security questions and set up new questions and answers. Didn't receive the email ?
After resetting your security questions, consider turning on two-step verification. With two-step verification, you don't need security questions to secure your account or verify your identity.

How/where are you opening the email ? Have you tried opening it in a different browser in case the reset link is being blocked due to the security settings that you have set on the one that you using ?

Did you not call the Account Security Team? It's pretty new.

Call them up, and let them know you would like to be transferred to the Account Security Team.

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Has anyone received an answer to this? It seems that a lot of us are having the same issue. In the past i had no trouble receiving emails to reset my password but for the past week I havne't been able to login, my security questions didn't work and I haven't received any of the emails to reset my password. I've created a new Account but would rather get into my old account because it's linked to my perfered email address. Hum..
Any help from the community would be much apprecated! thanks!

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

I need to reset my security question answer because i forgot the answer!

Contact Apple through iTunes Store Support, and explain that you have forgotten your 3 security questions, that you can reset your password, but doing so doesn't reset your security questions.
Explain that after resetting your password, you are still asked for the answers you have forgotten, before you can gain access to My Apple ID > Manage your account > Password & security, which is where you need to be to change your answers.
Remember, support will receive hundreds, if not thousands of requests per day, some from people trying it on, others with little explanation and others that are written extremely poorly. Take the time to explain your situation properly, be precise and concise, brief but comprehensive.
