Resoring iphone from recovery mode. will my photos still be there?

I forgot my password and put my phone in recovery mode but im worried that the restore will erase my photos. I have not backed up this phone and am worried.

    Did you try to repair your library after the update to 9.4?  Here's what you can try:  make a temporary, backup copy of your library if you don't already have one (Control-click on the library and select Duplicate from the contextual menu) and  apply the two fixes below in order as needed:
    Fix #1
    Launch iPhoto with the Command+Option keys held down and rebuild the library.
    Since only one option can be run at a time start with Option #3, followed by #4 and then #1 as needed.

    Using iPhoto Library Manager  to Rebuild Your iPhoto Library
    1 - download iPhoto Library Manager and launch.
    2 - click on the Add Library button, navigate to your Home/Pictures folder and select your iPhoto Library folder.
    3 - Now that the library is listed in the left hand pane of iPLM, click on your library and go to the File ➙ Rebuild Library menu option.
    4 - In the next  window name the new library and select the location you want it to be placed.
    5 - Click on the Create button.
    Note: This creates a new library based on the LIbraryData.xml file in the library and will recover Events, Albums, keywords, titles and comments.  However, books, calendars, cards and slideshows will be lost. The original library will be left untouched for further attempts at fixing the problem or in case the rebuilt library is not satisfactory.

    Last night, after syncing my iPhone 4, I attempted to download and install the latest iPhone software. It downloaded (after 3 hours which was crazy especially since download and successful installation took less than an hour with my husband's iPhone 3GS) and started to install. It doesn't say anything about my photos and videos. Will I be able to restore my photos and videos??

    You will only get them back if you synced before you started the download/install, therefore creating a backup (or mirror image) of your phone. If you didn't, chances are photos/videos and anything else you may have downloaded will be gone.
    Make sure you always transfer ALL photos whenever you connect your phone, this way you know you still have them and can sync them back to your phone to enjoy wherever you are.

    If you restore from backup.
    You should have made sure that everything was on your computer bef ore updating anyway.  Did you fail to do that?
    All pics taken with iphone should be imported to your computer regularly as you would with any digital camera, most especially before any update/restore/etc.  Did you fail to do that?

    You generally get that error code on a jailbroken phone ?
    If it is Jailbroken then I am afraid you will get no help here.

    During a normal install of iOS 7.0.6 this does not happen but something clearly went wrong in your installation.
    To fix this, connect to iTunes and restore to Factory. Hopefully your iPad will be working again and you can restore your iCloud backup during Setup.

    If the device is in Recovery Mode the data on the device has been erased. If you had a backup you can restore them from that but as far as the device goes the photos are gone.
