Restore in-app purchase after country/region change

Please let me get to the point:
The scenario is I got an app from country X and made some in-app purchases for additional functions. Then I moved my account to country Y.
If I happen to delete this app and later install it again, can I restore the in-app purchase?
I suppose the key factor of this question is the availability of this app on the App Store for country Y. I haven't try it myself since I don't want to lose my in-app purchase. Any clarification would be greatly appreciated. Thanks!
PS. To install it again, I believe there is two choices which are install it from my iTunes library (if the IPA is still there) or re-download from the App Store (if the app is also available in country Y).

    Several erroneous things in your post.
    1. You don't have to restore the iOS to restore the last backup.  After disabling automatic syncing on connection to iTunes (iTunes Prefs > Devices > Disable....), connect phone and right-click the device tab and select "Restore from backup." This restores the last backup without deleting anything on the phone.
    2. If you had to restore the iOS, you could transfer your apps and other purchases to the iTunes library first - same procedure as above but select "Transfer Purchases."
    3.  If you did lose apps, you can re-download them without paying again, unlike music or media.

    I'm having the exact same problem.  Unfortunately, I can't tell you what is causing it, but I can tell you what it isn't(at least in my case).  I made an in app purchase yesterday using a MasterCard I had linked to my account with no problems.  This morning, my card from my new bank came in so I switched it over(American Express), and all of a sudden can't make IAP.  I thought maybe there was an issue with the card, so I tried it out on a .99 app, and it worked no problem.  So I got with tech support and they had me reset all of my phone settings -_-, then my network settings.  No change.  I tried restarting the phone obviously, closing the App and trying again, no luck.  They suggested I call my bank and make sure the address I had on file for the card matched what I supplied for my Apple account, and that didn't fix it either.  I tried IAP on two different apps and it was the same, could not connect to App Store error.  I'm still trying to figure it out, and I'm sorry I can't be of more help, but I hope I at least save you some trouble of trying these things.  If I find anything out I'll let you know.

    Contact the App Store support and indicate to them your intent.  They can tell you if your license to those applications will allow you to do so.

    Were these pictures from the camera roll or from photo stream.
    When you restore from back up, the process will restore the OS and some initial data, it will then restart and allow you to use your device while the remaining data is downloaded and restored in the background. have you allowed enough time for this to complete.
    Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there (subject to a 1,000 photo limit) until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
    The consequence of this is that if you turn photostream off and on again on your device (or enable it for the first time), it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.

    Icloud is made up of many services.  you may choose to use or not use any or all of these services.  One of the many services it provides is that it allows you to redownload past purchases.

    As you should.  That is why, if you have lost your comtent, you should redownload that lost content from icloud to your computer and back it up, using the directions I provided to you.

    Does not matter at all. You do not need an icloud account.  Forget you ever heard the word icloud.  Perhaps if we stop using that word, you will understand.  Itunes now allows you to download your past purchases again - instead of the one download only rule that has existed orior to now.  You can download your purchases to your computer again. 
    You seem to be getting hung up on the word icloud, so imply forget you heard it.
    Follow the direction in the link I provided to download the songs, etc that you have lost.  Once downloaded, they will once again reside on your computer where you can back them up and sync them to device as you always have.

    I am having trouble with restoring my in app purchases. I had purchased the full season for crazy night out a while back but when I got the app again after restoring the app the full season wasn't on and it is trying to charge me for it. I had also bought the fantasy date app and the multipacks and unlike crazy night out it recognizes I made the purchase but when I click restore purchases or buy pack it won't download and it says can not connect to server and for me to check my settings and try again also for the ones I do have that were free when I click play or download all videos it says it can't connect to servers and the videos don't play. Is there anything I can do to retrieve these purchases back and get the videos to play.
    It's not the Internet everything else works.

    ftp doesn't work well in modern network environments, and the design of the protocol itself is basically incompatible with the inclusion of firewalls in modern networks. And it transmits the authentication credentials in cleartext.
    Put another way, see if ssh and particularly sftp works here (either directly via the sftp command, or via a sftp GUI tool) works for your requirements.

    I recently bought the game Dead Trigger, I made a few in app purchases. played until my phone battery died. charged my phone, restarted the game and found all game progress was lost as well as all my IAP's. I dont mind the loss of game progress so much, but losing the IAP's is what makes me mad. Its like i just threw my money away. I reported the problem to the game manufacturer, still havent heard anything from them.     Hi yes it's simply a case of opening the app and hitting Restore Purchases
    A dialog box opens with your Apple User ID and you simply enter your password and all you in-app
    purchases are restored into the app
    Do this with every app and you will have all your in-app purchases

    We are trying to create an application which has in-app purchase turned on and are selling Digital Content. The Content is created dynamically and hosted on our server. Unfortunately according to the guidelines because the content is Digital it falls under Non-Consumable Category. We have set In_App ID which is used for all the digital books, but there are multiple books at the same ID and they are individual Purchases.
    We are not setting Username creation currently and have no plans to do it also. Now the problem is that how do i Manage customers with multiple devices & restoring product if the customer goes and buys new device ....

    1) How do i Manage non-consumable in-app purchases with Dynamic products via our server?
    If this cannot be done what are ways to do it where we can create dynamic content and it can be made available to the users immediately.

    This is presumably because you built non-renewable subscription In App Purchases within iTunes Connect, when you should have built renewable ones.
