Restored iPhone using find my iPhone restore

Hello,
I recently restored my iPhone using find my iPhone restore and when I did this an apple loading screen came on and then the reboot logo that spins around replaced that. That logo has been spinning for a good three hours and when I try going into recovery mode it repeats the process by instantly turning back on with the rebooter.

If you don't have a SIM in it, insert a SIM. A SIM is REQUIRED to activate it.
If it was hacked to unlock it previously, go buy a phone you can use.

I've activated Find My iPhone and can locate my phone. However, when accessing the iCloud web site, the option to Send a Message to my iPhone does not appear with any of the other options like play a sound, lost mode, or wipe phone.
Has this feature been deleted/disabled? If not, how may I access it?

You can only locate, lock or erase your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.

The phone will automatically re-appear when it connects to the Internet. However, don't get your hopes up, as thieves know this & will make sure your phone never re-connects so you can locate it.

Also, be aware of the following:
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. Something as small as an iPod/iPhone should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.
