Restoring all my apps prior to 8.1 update

I have installed the Windows 8.1 update yesterday. this morning I was unable to connect to the internet with my PC but could access it via my cell. after about 2 hours of typing my WiFi code in and not having any success I chose to restore to before the update. That took my PC back to factory tiles on the home page and not my apps and games. How can I get things back to all my apps and the update? Also no the computer has the incorrect time by about 3 hours behind. Please Help Me!!!!!

Thank you for you query, I will do my best for you.
I understand that after updating to Windows 8.1, you were unable to connect to the Internet. You did a restore back to factory. Any apps or games that were installed after the date of the restore will need to be reinstalled. If you would like to try the update again, here is some documentation for you. Updating Windows 8 to 8.1.
Once you are reconnected to the intenet does it auto update the time? If you set the date and time does it maintain it?

The backup that itunes performs does no include any itunes content ( apps/music/vids/etc).
You should have transferred any purchases to your computer.
If you failed to do this, then you will have to redownload:

No.
If you backed up your device to iCloud before restoring it, you can restore it from the backup when setting it up.
Otherwise you can just re-download all your apps from iCloud in the Purchased tab of the AppStore.

Ok, so I was able to find one but the one i'm most diappointed is the "free music" app i purchased and it had hundreds of songs that i didn't put on my desk top to save. So just so we're clear, I cannot get that app back again with all my songs if it wasn't in the "purchased" place?
Also,
my husband has a iphone 4 and i've been trying to connect it to our Garmin GPS through bluetooth. Now both devices recognize it but once a call is made or received, nothing goes through the GPS. I've had it working before but it was before a couple of upgrades. It is currently on ios7.2 upgrade. Is that why it won't work?

In technical support, sometimes you have to make educated guesses. I'm sorry that you were offended.
iTunes does prompt when it is going to erase a device, and the message is clear.
She said in her message that she was able to successfully sync the old ipad. This indicated to me that itunes wiping the data was not an issue, because either it had been setup at the apple store (in which case it doesn't actually wipe the ipad despite saying it will*) (*based on a single case I saw), or because the itunes media folder was migrated.
Furthermore, my solution was to tell her how to backup her ipad (by either doing it manually, or as a last resort, by deleting the corrupt backup -- that she couldn't access anyway.)
I got that last part of the instructions from the "Taking Control of your iphone" book which I found samples of when I did a google search for "corrupted backup itunes".
She marked this as a solution, so it worked for her.

You can restore it to the most recent back-up in iTunes.

Edited: I backed it up and I only retrieved my contacts and music playlist.

Backing up does not restore anything, it simply makes a backup of the content on the device.
I suspect you intended that you synced the device as this would put contacts and media from iTunes back on the device.

Failed to restore all my Apps after updating to iOS 7

HI guys
last June I decided to update my iPAD model md371ks/a to iOS 7.1 by mistake I haven't done a fresh backup just before starting it.
However I had various backup done few months earlier on my win iTunes. I start the procedure and after some time I find out that my iPAD is fully updated but all data/apps are erased !
OK, I start my iTunes and I try to restore from my previous backup (done with an earlier OS version). Nothing works. I have a brand new OS on a formatted iPAD.
Please note: I've never used iCloud previously and all my backups have been done via iTunes on a win PC.
I google around and I find out that lots of people have similar problems, I try the wondershare.com recovery SW (http://www.wondershare.com/data-recovery/iphone-data-recovery.html) for iPAD and surprisingly it finds all my data from my PC iTunes backup files. Good.
However all my apps are gone and there is no trace of them. How can find and restore them ???
I recall that when using iTunes with the older iOS ver I had all the apps well displayed in the iTunes GUI. Now they are all gone.
Any idea how to get the apps back ? Few of them were paid apps and I had also paid newspapers/articles which I wouldn't like to start digging out manually !!!

The apps themselves aren't included in a backup, so you need them in the Apps part of your library. What you can redownload will show under the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes, and you then retry restoring to your backup - if you've changed countries since buying an app, or if an app is no longer in the store, then you won't be able to redownload it

I want to know how can I view and restore all my in-app and paid purchases for my ipod and iphone using my devices itunes account or itunes account online. When I tried to reset my device and restore my backup most of my apps restored were the original free apps therefore I have to do an in-app purchase again or I must do another purchase from the App Store app from my device. How can I restore all my apps to my iphone4?

I upgraded to iOS 5.
My Outlook Contacts were not syncing so I set Contacts to sync using iTunes Info tab.
Clicked Sync.
With no warning, all my apps were removed from my iphone 4.
Selected all 250 apps in iTunes Apps tab on my PC (Win XP)
Clicked Apply.
Apps started to be loaded back onto iphone.
Stopped loading after 11 screens full.
Most folders were removed and apps were added but not in folders.
Is there a maximum of 11 pages of apps?
How do I load the rest of my apps?
I have tried:
Moving apps into folders in iTunes and then syncing.
Did not work because apps were moved out of folders during the sync.
Any suggestions?

It has always been very basic to always maintain a backup copy of your computer.
If for some reason you have failed to do this, then you can redownload some itunes purchases in some countries:

Restoring to the iCloud backup of your old iPad will restore you data and settings as well as your apps. Restoring to an iCloud backup has to be done in the initial setup process, which involves erasing your iPad. If you have any data on your iPad now that is not in the backup that you want to save you'll need to do that first. Then go to Settings>General>Reset and tap Erase All Content and Settings. You will then go through the setup screens as you did when the iPad was new. When given the option, choose Restore from iCloud Backup (see image below). Be sure you are connected to wifi and your charger as this will take some time to finish.
