Restoring from TM back up without the installation DVD?

I just replaced the HD in my Mini since the original died but I can't find my original OSX Installation DVD.
I was hoping restoring the system would be pretty painless since my TM back ups are up to date but it seems that I won't be able to use them, correct?

Correct (the difference is, which DVD).
And as to the "bootable" drive: I do have a small emergency bootable FireWire drive but it only has operating system on it and a couple of utilities. I suppose that won't do?
You can't do a full system restore without a disc; and you can't use +Setup Assistant+ without a fresh installation of OSX. Your best bet by far is to get a DVD that you can use to do a full system restore.
In theory, you could "clone" your F/W drive to the internal, then use +Migration Assistant+ to transfer your apps and user accounts from your backups.
That does present some problems:
If the user account on the F/W drive has the same name as any on your backups, it can't be transferred "as is;" you must either skip it or have MA rename it.
Sone 3rd-party apps transferred that way may not work properly, if at all. Some may need to be reinstalled from the original discs, and some (even the ones that transfer properly) may need to have their purchase keys/serial numbers re-entered.
User accounts may not have the proper permissions to files on other drives, including the backups.

    OS X Lion and newer include OS X Recovery to reinstall Mac OS X without the need of a DVD. See > http://support.apple.com/kb/HT4718
    First of all, copy your most important files to an external drive, or make a backup of your files. Then, hold Command and R keys while your Mac is starting, open Disk Utility and erase Macintosh HD by choosing it in the Disk Utility's sidebar and going to Erase tab.
    Finally, close Disk Utility and reinstall OS X

    You can create a new Admin User in System Preferences then delete the current User. This will give you a clean User but the base system files might have extensions etc installed.
    If you upgrade to Mavericks, then you would wipe the computer giving you exactly what you want.
    While your computer might meet the requirements, also check your applications for Mavericks compatibility here:  http://roaringapps.com/
    Make sure all your software like Microsoft Office and Adobe CS Suites is compatible with Mavericks.

    We're fellow users, STOP YELLING AT US!  At the very least, get your CAPS lock key fixed.
    The device was dropped in water, it is damaged, take it to Apple along with cash or a credit card and get an Out of Warranty replacement.

    If I were you I'd purchase a Snow Leopard DVD for $29.00 before attempting to upgrade to Lion. If you have any problem with the latter, then you cannot go back without the installer DVD.
    If I were you I'd plan to install Lion on a freshly formatted drive because you don't know what's on the hard drive nor in what shape it's in.

    When I was browsing on Safari on my iPhone, I accidentally got an advertisement where you could not close it out unless you clicked on its pop-up screen. But then things went haywire as the Siri automatically went off without me pressing for it, then the music on the iPod part of my iPhone played randomly and got crazy. So I tried resetting the entire settings and restored at a previous point, but I want to be 100% sure the virus is completely gone. I fear it may have infected the iCloud storage and if I cannot completely wipe out the virus without removing any data that was stored prior to the incident, I want to be able to know how to restore from an older session before the incident happened.

    If things seem to be going haywire with your phone, it seems that it MAY be a software issue.
    Now, that being said, that does not necessarily mean that it is a virus. Software issues do happen sometimes. It is probably just coincidence.
    What you need to do is restore the device using iTunes. This will fix any software issues. After you have done this, you can restore from an iCloud backup.
    iCloud does not back up the actual software, so no, the "virus" would not have gotten into the backups.

    Click set up as a new iPhone. It will associate the device with your library without clearing the content that you have already loaded onto it.

    I would recommend performing the following steps in order to stabilize your iPhone.
    Will not turn on, will not turn on unless connected to power, or unexpected power off
    Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
    Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
    After at least 30 minutes, if:
    The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see the battery icon in the upper-right corner of the screen. Then unplug the phone from power. If it immediately turns off, seek service.
    The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
    Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
    If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
    If the display turns on, go to step 4.
    If the display remains black, go to next step.
    Connect the iPhone to a computer and open iTunes. If iTunes recognizes the iPhone and indicates that it is in recovery mode, attempt to restore the iPhone. If the iPhone doesn't appear in iTunes or if you have difficulties in restoring the iPhone, see this article for further assistance.

    To free up hard drive space the best bet is to move data files that you don't need access to all the time. Likely candidates are music, video, and photos. Things like word processing and spreadsheet files can also be moved but they tend not to be very large and so don't free up much space. The problem with moving the above mentioned files is that iTunes and iPhoto need to know where the files are stored.
    Here's an article explaining how to move the iTunes folder. You can move the iPhoto library using the Finder but there is a slight complication. Start iPhoto, open the Preferences and click on the Advanced tab. The first option is "Copy items to the iPhoto Library". If this option is checked, copy the iPhoto library to your external folder (drag it from the Pictures folder to your external drive) and then delete it from your Picture folder. If this option is not checked, it is a bit more complicated and we'll need to talk a bit.

    Icloud or itunes backup, only backs up app data, not the app itself.
    so if you restore as new, then there is no app data on your phone, you start out new...

    Your phone is in recovery mode. Did you plug it to the computer running itunes? What happend?

    settings > general > reset > erase all content and settings, once complete the set up assistant will ask if you have an iCloud back up, follow on screen instruction to restore from it.

    As I said, the backup that iTunes makes does not include apps (and music) if those items where not in the iTunes library on the computer on which you restored they will not be on the iPod.
    You can redownload iTunes purchases by:
