Restrictions without triggers . is it possible?

Hello All,
I have one created one table as
create table file_par(file_name varchar2(100), delemitor varchar2(2));
so the column delemitor is supposed to have minimum 2 characters only
the default required value is '||' i.e. 2 pipes
and if any user enters only one pipe ('|') or anything other than 2 pipes then is there any way to generate error without using Trigger at table level?
means can we validate it using constraint?

And here's one example:
SQL> CREATE TABLE file_par(file_name VARCHAR2(100), delemitor VARCHAR2(2) CONSTRAINT file_par_del_chk CHECK(delemitor ='||' ))
Table created.
SQL> INSERT INTO file_par
     VALUES ('my_file_anme', '||')
1 row created.
SQL> INSERT INTO file_par
     VALUES ('my_file_anme', '|')
Error at line 9
ORA-02290: check constraint (FILE_PAR_DEL_CHK) violated
SQL> INSERT INTO file_par
     VALUES ('my_file_anme', '|||')
Error at line 12
ORA-12899: value too large for column "FILE_PAR"."DELEMITOR" (actual: 3, maximum: 2)
