we can approach like you told. But the issue is here I am using different coulmn each time from trex table in the sense
every scalar query has different join condition.

NikOk, so I am going to be a little bit kinder then your first reply, but not much.
From what can tell you are doing medical management and are trying to select by AGE/GENDER CELLS and this is common when trying to deal with RBRVS.
This is by far some of the worst sql I have ever seen, sorry but it just is.
So please report this either as a new post or as a reply and:
1. At least post the table definitions and if you can some sample data.
2. Get rid of almost all the case selectors.
3. Describe the output you need.
As it is this is unreadable.
After that we can talk more.

These were earlier taking 5 mins . Now taking 2.5 hours
This is one of the culprit UPDATE statement (These are 7 such other update statements on different tables but same logic)
We have change the update to MERGE and used PARALLEL hints but have not got desired results
There are appropriate indexes on the tables
Is there a way to rewrite the UPDATE statement in a better way to improve the performance

Below query works and we have close to billion rows in a table but the where clause would filter out to 100 mill records.

Actually here my issue is when we are generating report it is hitting the base table and showing the report but it is a improper data for proper data it should hit the M. views of that base table. when we /*REWRITE*/ the query in the back end then it showing correct data now we have to implement same /*REWRITE*/ in OBIEE

Then it should not effect for the other reports it should effect only for the particular report means what we have to do.This is not possible in OBIEE,once hint is used it affects all the reports that uses this table.Its standard behaviour.

No other methodology to do this....i will suggest you to go and use the hints seeing in the above blog for that table.Let the other reports also hit this hints it wont be a problem nor it causes any performance issues.This is the only option left.
