Right, so i lost my ipad about 11 or 12 months ago and was really angry but found it a few hours ago at the bottom of some old draws. ive tried charging it up but it wont come on, it has probably been dead for ages now, any help or advice?

it has been on charge for aboput half an hour now and i have tried hard resets numerous times. i was really happy when i found it but am gutted now its not coming on. i dont want sound spoilt or anything because i did take care of it, i just really want it working again soon

Let it charge for a while longer. Thirty minutes on the charger after sitting dead in a drawer for a year is not long enough to see if it still has life left in it. Give it another 30 minutes or so and if you don't see the charging symbol the battery is most likely dead.
You can try plugging into your computer and see if iTunes will recognize it and if it does, try restoring the iOS software. If it remains unresponsive, you can have the battery replaced - and hope that's the only problem with the device.

Did youy have the FIndMyiPod feature turned one? If so go to icloud.com a, sign in and go to FindMy iPhone and you may be able to find its general location.
Have yur reported it to the DC Police? The Park Service Police at the the Zoo?

I've tried updating in the following conditions:
1. "Over The Air" at one location;
2. On a Windows computer running the latest version of iTunes at the same location;
3. On Mavericks (10.9.4) running the latest version of iTunes (11.4 (18)) at another location;
4. On Mavericks, latest iTunes over a VPN with a server location in US;
5. On Mavericks, using a 3G connection shared from an iPhone;
6. On Yosemite developer preview with a previous version of iTunes at the same location.
I got the same results in most cases except for an occasional error with code 9; I'll try again in other conditions.
Interestingly enough, I've successfully updated my devices to iOS 7.1.2 and to iOS8 GM without any issues at the same location but, of course, no two conditions are exactly the same

If you have an iCloud account and Find My Device was enabled on the iPad, you could try to find it using the iCloud.com web site. Otherwise there is no way to find it.
You need to change all your online passwords immediately; notify the airport at which it went missing from your luggage (assuming it was at an airport); notify the police; notify your insurance company so you can get reimbursed and buy a new one; move on.
