Ringtones not visible on my iPhone, but they ARE in my ringtones tab in iTunes.

Question

I have about 50 ringtones (all of them end with the "m4r" tag) in my ringtone tab in iTunes.  But after I sync my iPhone, the ringtones fail to show up on my iPhone. 
Further, I just bought a new ringtone through my iPhone, and I now see it in my ringtones on the iPhone itself, but it fails to show up in iTunes in my Ringtone tab in iTunes.
What am I not doing correctly here?

Confirm the following before trying to sync ringtones to your phone:
That they are really ringtones: right-click on the files in iTunes, select Get Info, on the Summary tab they must say Kind: Ringtone
That the ringtones are 40 seconds or less in length
That you have checked "Sync only checked songs and videos" on the Summary tab of your iTunes sync settings
That you have checked the box next each of the ringtones that you want to sync to your phone
That you checked "Sync Tones" on the Tones tab of your iTunes sync settings
If this is all correct and you ringtones still aren't syncing try altering the tag for one of them by right-clicking on it, select Get Info, on the Info tab make a slight change to the Artist name (such as by adding a few letters), click OK and try syncing.  If this one transfers successfully do the same for the remaining ringtones.  As mentioned by the previous poster, you will find custom ringtones on your phone in Settings>Sounds>Ringtones; custom ringtones appear at the top of the list.
