Rogue app as allowed only

Question

have set up the rogue app process to kill what is not listed in the exception list, everything seem to be working except for a few apps that are getting terminated even though they are listed in the exception list. rundll32.exe is the main problem although there have been one or two others. is there something else I need to look at?
this is the registry:
