RUN_REPORT_OBJECT on a webserver

Question

I am a bit confused with the settings regarding the webserver. I have 3 clients and a server (running under Windows 2000). Two of the clients, I have installed form and report servers but the other client, nothing related to oracle is installed. On the 2 clients, their respective form and report servers are closed, but when I access the program (form call report), among the 2 clients, one can display the report on the browser (this is running under Windows2000) but the other cannot(under Windows NT). Then the client with nothing installed on it (Windows NT) sometimes can and cannot display the report.
The following is how i wrote the code:

There is a good whitepaper here on OTN called "Oracle9iAS Forms Services and Reports Services Integration", which has alot of helpful tips on how to integrate Forms and Reports on the web. It should give you some helpful hints.
