Safari 6.1 Upgrade not in the App Store (OS X 10.8.5)

I'd like to upgrade to Safari 6.1 on OS X 10.8.5 and according to Apple the update should be available in the Mac App Store but for me it is not.

I had the same problem as you with Safari 6.1, as well as with the Java for OS X 2013-005 recent update (released Oct. 15) and the Apple Remote Desktop 3.7 Client released yesterday.  None were showing in Software Update on my MacBook Pro, but they were showing on my iMac.
Then, today, as I was purchasing a third-party update to get compatibility with my future upgrade to Mavericks, I was unable to update that app I had for many years (Little Snitch from Objective Development).  The developer issued a very interesting explanation on why an update of their software might not work.  You can read the whole support article here.
As explained, it has to do with the missing "/mach_kernel" file located at the top level of the startup disk of your Mac.  This file, usually hidden (for obvious reasons), cannot be trashed under any circumstances.  However, the file became visible if you installed the recent OS X Mountain Lion 10.8.5 Supplemental Update released by Apple on Oct. 03.  This bug with the update was apparently an error from Apple.
If you made the same mistake as I did on my MacBook Pro, you probably trashed this file thinking it was put there by a third-party software.  In fact, this file is required by Mac OS X.  I simply retrieved it using Time Machine, restored it and voilà!  I got all the OS X updates I was missing in Software Update in the Mac App Store.

    Force close the App Store app and reset the iPad. No data will be lost when you reset the device.
    In order to close apps, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.
    Next, reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

    The people at the Apple Store told me to wait on an upgrade to Snow Leopard because Lion was coming out soon.   However, without Snow Leopard, I can not get the App Store.
    I have OSX 10.58 and a processor big enough to support Lion.

    So you need to upgrade to Snow Leoapard first so you can access the Mac App Store in order to download Lion.

    Lion requires an Intel-based Mac with a Core 2 Duo, i3, i5, i7 or Xeon processor and 2GB of RAM.

    I don't think you would get a thing from the App Store running 10.3.x on a PowerBook. It would help if you told us what you really are using and what version of OS X you were running.
    It would also help to tell us what the "stupid ball" is. In fact it would be a big help to give us a thorough and intelligible description of your situation so we don't have to guess.

    Your profile indicates your Mac is running v10.7.2
    If that is correct, updating your system software may help.
    Click Software Update from the Apple menu.
    Restart your Mac after updates are installed then try the App Store.
    If you can't update that way, there's a workaround.
    Install the OS X Lion Update 10.7.5 (Client Combo)
    Then restart your Mac and try the App Store.

    Game Center is installed in the 3GS firmware. You may need to just Update to the current 3GS firmware in iTunes for it to be automatically installed.

    This works for some users. Not sure why.
    Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

    Were you running iPhoto 9?  If not do you have the disks that came with your iMac?  It will have the iPhoto  that came with your Mac, iPhoto 5 (06) on a disk similar to one of these:
    If you were using a later version of iPhoto you will need the iLife disk it came on or, if it was iPhoto 9, get to the App Store to redownload it.  So what version were you using before this happened?
    As for the Address book you'll have to reinstal it from the Snow Leopard disk that you used to install Snow Leopard.  It will be in the Optional Installs.pkg that's in the Optional Installs folder on the disk:

    If you are running MacOS X 10.9 and Aperture is installed in your Applications folder and simply called Aperture, not Apertre 3 or something, the AppStore should be showing you the update.
    Have you already updated to Aperture 3.4.5 from the Support page  Aperture 3.4.5?
    Try to update manually to 3.4.5 and then reboot and sign again into the AppStore with your AppleID and look at the Update page.
    For some forum members it helped to set the main system language to English U.S. to make the update finally show.
