This is a system problem. One possible fix is to reapply the 10.4.5 combo update. Do not use the computer while this is running. After the install/restart, Repair Permissions using Disk Utility in your Utilities folder.
Note, the latest version of OS X is 10.4.8, which is a more stable version of OS X than 10.4.5. If you rather upgrade to the latest version, you can find the combo update here. Make sure any 3rd party items, such as print driver etc., you are using are also updated to 10.4.8. For this, you'll have to check the related web sites, or a service such as Version Tracker.
