OK, a couple of things:
1. You do have the iCloud icon in your settings on your iPad, right?
2. You do have Photo Stream turned on on your iPad in the iCloud setting, right?
3. You do have an iPhone that has an iCloud icon in your settings that has Photo Stream turned on, right?
So, the only place left that you would see an iCloud icon would be on your Mac in the System Preferences, and you would want to have Photo Stream turned on there as well.
Can you let me know if any of the statements I have listed above are not true, or you do not have? Seems like you may have been given some misinformation about iCloud, Photo Stream, and how to set it all up.....
As far as other pictures go (those not in the photo stream - which is a temporary holding place that shares the photos among all your devices without having to do a sync), if you have pictures that you have uploaded to your computer from your iPhone or camera, etc. they are housed in iPhoto (if you are on a Mac). In order to get these pictures to display on your iPad, you need to sync your iPad to that Mac via iTunes.
Is any of this making any sense?

    I'm tryng to download icloud control panel to my PC (have Windows 7 - so should be ok).  I only get so far - 2 times I've tried it.  Keep getting message:

    As I mentioned before you need to start the iTunes installation, then do NOT allow it to complete. In other words go all the way to the point that the installer extract the installation files, then STOP right there.
    Now look for the temp folder and the files I mentioned in my initial posting. If you don't find the temp folder it may be because you have "Do not show hidden files and folder" selected under "View Tab" in the "Folder Options". You may need to unselec it.     Another possibility is that you may have a different path for your temp folders. To find out where you temp folders are located please do the following:
    - Right click on "my computer"
    - Select the "Advanced" tab
    - Click on "Environment Variables"
    Then look for the path for both variables "TEMP" and "TMP" take note of the path and check them out.
    Or you may just go to a DOS Prompt and type the following commands:
    1 - %temp% and hit enter
    2 - %tmp% and hit enter
    to both of these commands you will get a reply such as:
    'c:\temp' is not recognized as an internal or external command, operable program or bath files.
    So by looking at the reply you can see that my temp folder is c:\temp
    The above is the temp folder on my machine which I've customized to my own use. Your machine may be different.
    I suggest you check for the iTunes temp folder inside both your temp folders locations "TEMP" and "TMP" as they may be in different locations.
    IMPORTANT NOTE: If you allow the iTunes installation to complete you will NOT SEE the iTunes temp folder and files because it will be deleted as soon as iTunes processes the installation.

    Need help for icloud photo stream, have activated ps on iphone 4 and set up icloud back up for email, contacts, iwork, and find my ihone. Need to find photos that we thought were being saved/shared as well but evidently not. I am using a Toshiba laptop with windows 7, which the system requirements are met. I am new to Apple stuff, so any and all help would be greatly appreciated.

    It suggests the installer is getting damaged during the download.
    I'd first try downloading an installer from the Apple website using a different web browser:
    http://www.apple.com/quicktime/download/
    If you use Firefox instead of IE for the download (or vice versa), do you get a working installer?

    You are getting this message because you are trying to create an iCloud account on a PC.  You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.5) or higher.  After creating your account on one of these devices you will then be able to sign into the account using this ID on your PC.

    You cannot see photos backed up in iCloud on your computer.
    Camera Roll photos backed up to iCloud are still in your Camera Roll on your iPhone.
    You need to regularly sync the photos to your computer. (then you can see them on your computer).

    If you're trying to add photos to photo stream on your PC, you drag them to your photo stream uploads folder (normally My Pictures\Photo Stream\Uploads).

    You can delete the duplicates on icloud.com, or you can try using one of the apps that say they can identify and merge duplicate contacts.  (If you have a Mac, you can do this by opening your contacts and going to Card>Look for Duplicates.)

    Try uninstalling iTunes and all of it's components as explained here: Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8.  (Uninstall them in the order specified in this document.)  Then reinstall the 64-bit version of iTunes for Windows and try installing the control panel again.
