Have you tried a soft-reset to see if it charges, or the battery indicator updates, after the iPad has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Some things to try first:
1. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
2. Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.
3. Change the channel on your wireless router (Auto or Channel 6 is best). Instructions at http://macintoshhowto.com/advanced/how-to-get-a-good-range-on-your-wireless-netw ork.html
4. Go into your router security settings and change from WEP to WPA with AES.
5. Renew IP Address: (especially if you are droping internet connection)
    •    Launch Settings app
    •    Tap on Wi-Fi
    •    Tap on the blue arrow of the Wi-Fi network that you connect to from the list
    •    In the window that opens, tap on the Renew Lease button

Note - When troubleshooting wifi connection problems, don't hold your iPad by hand. There have been a few reports that holding the iPad by hand, seems to attenuate the wifi signal.
Some Wi-Fi losses may stem from a problematic interaction between Wi-Fi and cellular data connections. Numerous users have found that turning off Cellular Data in Settings gets their Wi-Fi working again.
You may have many apps open which can possibly cause the slowdown and possibly the loss of wifi. In iOS 4-6 double tap your Home button & at the bottom of the screen you will see the icons of all open apps. Close those you are not using by pressing on an icon until all icons wiggle - then tap the minus sign. For iOS 7 users, there’s an easy way to see which apps are open in order to close them. By double-tapping the home button on your iPhone or iPad, the new multitasking feature in iOS 7 shows full page previews of all your open apps. On connecting to the computer, ipad is not charging. it syncs with itunes and gets updated but just wont charge on being connected to a computer ( I am using a windows Pc). Please help. However i have an iphone that charges perfectly with the same comp and the same itunes.

The iPad requires more power than the iPhone to charge it (it's wall charger is 10W as opposed to the iPhone's 5W), and a lot of computers (especially older ones) generally do not provide enough power to their USB ports to charge the iPad at a sufficient rate - it may still be charging slowly, and should be a bit quicker if the iPad's screen is off (if you leave it for a while and then disconnect it from your computer you may find that it's battery percentage has gone up). The wall charger is usually the most efficient way to charge the iPad

My iPad mini screen keeps turning upside down and I cannot fix it, please help!

When my iPad mini is in the upright position, the screen turns upside down and I have not touched the rotation switch, it just does this on its own and I cannot get it to go back into the right position. No, they are in the On My Mac account in the Mac Contacts app, not iCloud.
or are they in a different format despite being in mac contacts? If so can the outlook contacts be exported in some other way to icloud?
Outlook is not compatible with iCloud, check Microsofts site if you need more verification.
If you want them in iCloud use Mac Contacts and move them from On My Mac to iCloud. This will remove them from Outlook.

I got a ipad mini for christmas and because the lightening cable and 5W charger don't reach because i have only got one socket accesible in my living room i was thinking about buying the 10W Charger from Western Computers in Cheltnam, Gloucestershire And I Have a few questions about it because it does not tell me on the website which devices it is compatible with my following questions are
Will It work with my ipad mini?

The 10W charger will work on all of Apple's iDevices. It will charge your Mini faster.
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

I just purchased an iPad mini and I plugged it into my windows laptop (Toshiba) for the first time. I was able to sync it up with my iTunes and everything without a problem. But then I noticed that on my actual iPad mini where it shows the energy level on the upper right hand side, it says "Not Charging." And this is while my iPad IS plugged into my laptop. So it should be charged. Is there something in the settings or in iTunes that I have to do in order to get my iPad mini to charge right? Thanks for any help you can give me. I appreciate it.

Thanks for the tip deggie. I tried that. I don't think that's the issue. I have an iPhone 5 that uses the same USB port on my laptop and my iPhone 5 charges from there normally without a problem. I also should mention that I tried charging my iPad mini using the A/C adaptor and it was charging fine. So I'm not sure why my iPad mini is refusing to charge off my laptop. So confusing....

It is peculiar, that Chrome, Safari, and Skype can access FB, but not the iPhoto uploader.
Do you see any error messages/ diagnostics in the Console Window, when you try to connect to Facebook?
Launch a Console window from Applications > Utilities and clear the Console Window. Then try to upload. Are there any new messages?
And also launch a Terminal and have a look, if "facebook.com" is properly resolved:

You can change the account shortname to whatever you wish to use.
As you can see from my example above. Once you click on the Create User button a new account will be created.
She will need to get her own Apple ID setup so when she starts with iTunes she can open her own iTunes account unless you both want to share the use of the same Apple ID. This can create a bit of confusion if you have your own iPads or iPhones or iPods. As you have discovered it's pretty much one iDevice with one Apple ID.
As for the iTunes library that becomes a more complicated issue.
