can any body tell me what is the scenario and why should we creat 3KEH and 3KEI ? and what is  DOCUMENT SPLITTING what is the purpose of it PLZ TELL ME IN DETAIL AND CLEARLY

You use document split function to split up line items according to selected dimensions. This dimensions can be bussines areas, profit centers, segments, etc... and this function will generate additional line items.
Let say you are using two business areas in your c.code and have poting which goes like this:
AP - 100units
Expense BA 0001 - 70
Expense BA 0002 - 30
If you use document splitting function, it will generate postings like this:
AP BA 0001 - 70
AP BA 0002 - 30
Expense BA 0001 - 70
Expense BA 0002 - 30
Main purpose of doc. splitting is getting financial statements on the level of business area or profit center. Please notice that this function is available since ERP 5.0 version.
3KEH and 3KEI are necessary transactions for assigning profit centers to GL accounts (default pc and definition of strategy), so I guess that in your case goal is to use document splitting according to profit centers
