It stopped letting me go on itunes store a few days ago here my Diagnostics:

Turn off the proxy.
By the way, that's a malicious entry that I doubt you set up yourself. Your PC probably has some malware on it.
IE settings> Tools > Internet Options > Connections > LAN settings
Uncheck the proxy box
Restart itunes
