today my i phone display asking for a 4 digit passcode. i never had seen this before and had no passcode. i can't use my phone

Someone put it on there.
If you don't know it, you can restore your phone from the computer to which it was last synched to remove the password,
If that computer is not available, you'll have to put the phone in DFU mode and restore it as a brand new device.

Normally, you d want to connect to computer, iphone had been synced with previously. If computer does not exist you may have to enter phone in recovery mode, just search youtube for iphone recovery.

It sounds like you’ve recently updated your iPad and now it’s disabled because the passcode you’re entering isn’t being accepted. I can imagine that would be frustrating. Take a look at the article linked below, it describes the alert you’re seeing and provides the possible resolutions for that issue.

Voice prompt is active, (Although I did not turn it on) it's asking for my 4 digit security #,the voice speaks the pressed # but they do not appear in box's.
So I cannot move forward, so locking me out of my iPhone.

You have to reset the iPad using iTunes if you can not remember your passcode.

During the setup of iOS 7 which you went through after installation it asked if you wished to create a passcode. It is possible to skip setting up a passcode at this step but you must have created one.
If you can't remember the passcode and you have enabled "find my iPad" you can use http://www.icloud.com/ to remote erase your iPad, then you can set it up again, and restore it from an iCloud backup.
