Searching in Explorer

Question

Can anyone explain why searching using Windows Explorer returns all files with the terms web and config in them when you search for either web.config or "web.config" It would seem to me these search strings would be searched for explicitly, but
this is not the case.  How can that be?
If you go to a shell and do a dir from the root of C: (dir web.config /s, you get only files specifically named web.config and the directories they exist in, but not so when this search is done in Explorer using the search bar.
The later would be the expected results in all cases.
To get files returned which contain web and config in Exlorer I would expect the search terms would be web config. NO quotes, NO period between the words web and config.  Under this scenario, how would you find a specific file named, for instance,
system.ini? Seems simple, no?
This seems to be another in the ever increase long line of major screw-ups by Microsoft. 
In the good old days, if I did a search using these explicit search terms I could do things like copy all of the files named web.config to a backup location (as an example). Now that functionality is gone with no way to do it otherwise. Have I lost my mind
or is Microsoft disintegrating before our eyes?

 or exact
filename:"web.config"
