SecFile failing

I am trying to load the SecFile into my application to add security filters
I have already loaded SS with my groups and users and provisioned them to the application
The file of course fails with no explanation which is always fun.
So I try to load one line and it fails using the syntax User,dimmember,READWRITE,MEMBER.
So I go in and add the security filter manually. and do an export. It looks identical to the one I just tried to import. As a final check I try to import the same file I had tried earlier (and had failed) but this time it passes with flying colors. I try the same steps with the next line in my SecFile. Again it fails on the first try. I add it manually and it works perfectly the second try.
What step am I magically missing?

The Importsecurity utility fails to load security to group/user with error that the group/user is not found, even though the group has been provisioned to the Planning application unless user/group is given access to atleast one member.
Provisioned users/groups should first be added to Planning repository - it could be done 1) by assigning ACLs; 2) by running ProvisionUsers utility; 3) by running Refresh Security filters 4) by having the new user login to Planning application. After Planning sync with HSS, ImportSecurity utility will run successfully.
