Hello Recently, I purchased a second hand iPad from eBay. Upon receiving it, the iCloud activation lock was in place. After contacting the seller, he told me that he had acquired the iPad and did not have the contact information of the first buyer. Can anyone tell me if there is a way to reset it or get the contact information for this person? On the screen, most of the email is blocked out with the black circles like a password. Any help would be greatly appreciated.

Return it for a refund. The seller sold you something you will not be able to use. There is no way to get the ID or password if you can't contact the owner of the ID. If the seller refuses, try contacting the eBay resolution center: http://resolutioncenter.ebay.com.

Restore the device to factory settings with iTunes.
Then launch the App Store app on the iPad and sign in with your Apple iD and password:

Take it back. The activation lock is an anti-theft measure and there is no way to bypass it. The seller should have wiped it clean for you and if they can't then it's a very real possibility that the device wasn't theirs to sell in the first place.
You bought a device that can never function so get your money back.

You cannot get around Activation Lock without the oringinal owner disassociating the iPad from their account.

No. the iOS7 Activation Lock cannot be bypassed. You would need to get in touch with the previous owner to get their details. Otherwise return the device to the seller and demand a refund as the iPad is basically useless and should not be sold in that sate.

IPad mini unless branded for Verizon use will not be accepted for prepaid use. Apple will tell you that the mini is compatable with all carriers, you simply walk into the carrier of choice and ask for a nano Sim.
You pop it in, you turn on cellular if not already on and follow the screen prompts to get you up and running. Its quite easy.
I found my wife's mini only functions on Sprint, T-Mobile and AT&T who I set up service with.
Verizon blocks the activation due to the emeid of the device. Apple says it is fully operable on Verizon but they don't let you activate unless its purchased from them or from Apple to use on their system.

Without the previous owner's Apple ID and Password, you will not be able to activate the iPad.

Try posting in your native language. It is difficult to understand what you are asking.
It sounds like you are saying you bought a stolen or new never used iPad and you are now worried that the owner will claim it. Or you bought a stolen/new never used iPad and it is broken and you have no insurance to pay for fixing it.

It's my feeling that many users are simply unaware of the required process when selling or giving away the device, or what to check for when purchasing a used device. This is critical now due to iOS 7's Activation Lock. Under iOS 6, it was not a big deal but now it is. Something needs to be done...this issue comes up WAY too often and I'll bet that many of the instances involve actual true, valid purchases of used devices and not just those that may have been stolen (or otherwise).
I notice that Best Buy now has this process clearly stated when going through the online trade-in process, even if you're just checking on the value of a device.

this ipad i got second hand. when i got to choose the language and country, it says that the ipad is linked to someone else's account and that i need to contact them in order to have them to remove the device. what can i do because i dont have contact with the previous owner to get this removed? is there a way to ovveride or reset this so that i can use it?

Always make sure that the device has been reset before you buy it, if you're buying in person. If you're buying on the internet, carefully read the description and look for that info. If it's no there, ask the seller. A lot of people selling them don't know they have to reset it or don't know how.
I'd suggest you contact the seller. If it's someone you have local contact with, just have them reset it. If you bought it online, see if you can send it back, have it reset and then have it sent back to you. Annoying, but they might be willing to work with you.
As a last resort. You can always sell it for parts.
Don't use it for a paperweight. They have a tendancy to slide off the paper stack.

What have you done since? I have the same problem with iPad I bought second hand from an individual. The seller won't give me refund or provide me previous owner's contact info. Apple Support told me to contact local police to locate the original owner so I did. Since police didn't have report for this iPad's serial number they won't handle this as theft. I live in Utah and the seller I met with told me he is from Northern India so who knows which country this iPad came from. I wish to let the original owner know i have his/ her missing iPad since Apple doesn't care about consumers once they sold their products.

This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.
