Second hand ipad i thought was reset but need info???

this ipad i got second hand. when i got to choose the language and country, it says that the ipad is linked to someone else's account and that i need to contact them in order to have them to remove the device. what can i do because i dont have contact with the previous owner to get this removed? is there a way to ovveride or reset this so that i can use it?

Always make sure that the device has been reset before you buy it, if you're buying in person. If you're buying on the internet, carefully read the description and look for that info. If it's no there, ask the seller. A lot of people selling them don't know they have to reset it or don't know how.
I'd suggest you contact the seller. If it's someone you have local contact with, just have them reset it. If you bought it online, see if you can send it back, have it reset and then have it sent back to you. Annoying, but they might be willing to work with you.
As a last resort. You can always sell it for parts.
Don't use it for a paperweight. They have a tendancy to slide off the paper stack.

If you follow the steps below closely, it should not ask you for passcode.
Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: Data will be lost. You may have to repeat the above many times.

Take it back. The activation lock is an anti-theft measure and there is no way to bypass it. The seller should have wiped it clean for you and if they can't then it's a very real possibility that the device wasn't theirs to sell in the first place.

Restore the device to factory settings with iTunes.
Then launch the App Store app on the iPad and sign in with your Apple iD and password:

I just bought a second hand ipad mini and previous owner did not remove their info. How can I factory reset? I know there has to be a way around this. Whether it be via apple or a hack. I have a receipt to provide for proof of purchase

It's my feeling that many users are simply unaware of the required process when selling or giving away the device, or what to check for when purchasing a used device. This is critical now due to iOS 7's Activation Lock. Under iOS 6, it was not a big deal but now it is. Something needs to be done...this issue comes up WAY too often and I'll bet that many of the instances involve actual true, valid purchases of used devices and not just those that may have been stolen (or otherwise).
I notice that Best Buy now has this process clearly stated when going through the online trade-in process, even if you're just checking on the value of a device.

Return it for a refund. The seller sold you something you will not be able to use. There is no way to get the ID or password if you can't contact the owner of the ID. If the seller refuses, try contacting the eBay resolution center: http://resolutioncenter.ebay.com.

No. the iOS7 Activation Lock cannot be bypassed. You would need to get in touch with the previous owner to get their details. Otherwise return the device to the seller and demand a refund as the iPad is basically useless and should not be sold in that sate.

IPad mini unless branded for Verizon use will not be accepted for prepaid use. Apple will tell you that the mini is compatable with all carriers, you simply walk into the carrier of choice and ask for a nano Sim.
You pop it in, you turn on cellular if not already on and follow the screen prompts to get you up and running. Its quite easy.
I found my wife's mini only functions on Sprint, T-Mobile and AT&T who I set up service with.
Verizon blocks the activation due to the emeid of the device. Apple says it is fully operable on Verizon but they don't let you activate unless its purchased from them or from Apple to use on their system.

I really can't tell from your post but did you try rebooting the iPad?
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

You cannot get around Activation Lock without the oringinal owner disassociating the iPad from their account.

There is nothing that you can do. If you don't have a more recent backup, you can't magically create a current backup now. You can use the 5 month old backup, or simply start all over again. You can download most of your purchased content again as long as you use the same Apple ID that you used to make the purchases.
