Second-hand phone reactivation without owner's ID and password

I really am disappointed because I bought a second-hand iPhone 4s and my friend formatted the phone. It needs the previous owner's ID and password. I already contacted the owner but it was a long time ago that he purchased the phone. He forgot everything already. I am so hopeless. Please help. I cannot use it. . I would really appreciate if anyone could help.

Without that info, you'll never be able to re-activate this phone.

Sorry, but you have encountered the Activation Lock:
ACTIVATION LOCK
The only person who can remove it is the person who put it on. You will need to contact the previous owner and have them follow one of the sets of instructions in this link:

If you cannot do that, then see if there is any way of getting a refund from the seller. If you cannot do that, then you have a device that is unusable and won't be able to be restored.

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.

Only the previous owner can unlock your phone, either by providing you with the code or by removing it from his liste of devices. I'm afraid that if you cannot contact him your phone is useless.

Unfortunately, there is pretty much nothing you can do. Only the owner of the account used to lock it can remove the lock. If you can't contact whoever you purchased it from, or if they can't or won't remove the lock, then it's a brick. There is a very real chance that it's stolen.

This is no different with any carrier locked phone. Getting a carrier locked phone officially unlocked is the responsibility of the carrier, not the cell phone manufacturer. A cell phone manufacture cannot unlock a carrier locked phone without the carrier's authorization.
An iPhone sold as officially unlocked when new can be used by others as a second hand phone, and the same with any carrier locked iPhone that can be unlocked by the carrier, and many carriers offer it.

IPad mini unless branded for Verizon use will not be accepted for prepaid use. Apple will tell you that the mini is compatable with all carriers, you simply walk into the carrier of choice and ask for a nano Sim.
You pop it in, you turn on cellular if not already on and follow the screen prompts to get you up and running. Its quite easy.
I found my wife's mini only functions on Sprint, T-Mobile and AT&T who I set up service with.
Verizon blocks the activation due to the emeid of the device. Apple says it is fully operable on Verizon but they don't let you activate unless its purchased from them or from Apple to use on their system.

Is there anything that I can refer her to in this discussion to let her know I am legit, and not a creeper? Also, I don't know if you can answer this or not.
