The None option does not always appear for everyone, everywhere with an already existing Apple ID. The None option is always available when you create a new Apple ID and follow Apple's instructions;

I don't think that debit cards are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. You could try contacting iTunes support and see if they can help, but I don't think you will be able to use a debit card : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
Are iTunes gift cards available in your country ? They are not available in all, and they are country-specific (they can only be used in their country of issue), but if there you could possibly use them as your payment method.

And yet to download the app you clicked on a button that told you that the app would be 790 rupees for you.
The iLife apps and the iWork apps are only free when you qualify to get them free. And when you get them free the buy button to download them says free. When the buy button has a price on it, that is how much you will pay for the app.

For the CC type, select None and verify your name and address.

Make sure that EVERY DETAIL is the same in every place you enter your information
-right down to how you spell and punctuate the parts of your name and address

It seems credit cards of all kinds (at least Mastercard and Visa) are being rejected by the iTunes Store today, which remembers me that it has been strange lately asking for data more than necessary on my iPad and computer. I can not buy now as many if not everyone, and I am really worried about the strange behaviour and the possibility for it having been a security breach. It would be a huge disaster for us users, so I hope that if something like that has happened you tell us so we can all take timely security measures.
Im very sad not to be able to buy what I wanted right now when I needed it, but Im more worried about my card security right now. Anyways, it would be good to know about the reason for the huge issue and how it got solved, and what should we users, do.

This may seem a little late but I finally made it work!
I changed my region from the Philippines to the United States then iTunes prompted me to 'create' an Apple ID so I did and entered my information in the required fields. Hopefully now, everything is beautiful and nothing hurt.

If you have an existing ID, & you don't want to use a credit card, you'll have to redeem an iTunes gift card. If you don't want to do that, you'll have to create a new ID by following the directions here, EXACTLY:

If you didn't create your account with NONE set up using the link below you can purchase add a credit card then take it off right away. Or you can purchase a gift card with cash so that Apple won't have access to your credit card, if you're concerned.

You haven't been making in-app purchases within the app, and nobody else has access to your account or iPhone and might be playing the game ? You can turn off in-app purchases on your phone via Settings > General > Restrictions. Don't know what you mean by 'why does itunes keep the available for other customers'
