SEM-CPM Activating Strategy Template

Question

Hello All
After activating a Strategy Template in SEM-CPM version 6 transaction UMB_ST_VIEW when viewing the result in the Measure Catalog I have greyed out Business Content Measures showing they are active but the activated measures do not beolong to a measure catalog. The system wont allow me  to assign them to my own personal catalog and I cannot deactivate them to allow drag and drop. Can anyone please help me with this problem.

Balanced Score Card has to be configured as follows:
First You have to Define Strategy
For Example Strategy : Revenue Growth
For this particular strategy u can have 4 perspectives
1. Financial Perspective
2. Customers Perspective
3. Internal Process
4. Learning & Growth
For Financial Perspective: You can have different Objectivees
eg for objectives:1. New Revenue Sources
2. Increase Profitablilty thru Premium Brands
Next For each objective u can have measures and initiatives
For eg: for increase Profitablity thru Premium Brands
Measures: Profit, Revenues
Initiatives: Allocate Budget For Advertisement , Promotinal Activity etc.
So Overall the sequence will be First : Strategy
and For Each Strategy u will have different Perspectives and for each perspective different objectives and for each objectives u will assign different measures and initiatives.
Objective will pertain to repective perspective only.
For each initiative u hv to assign respective incharge and budget to be alloted.
Next u hv to create value fields and assign Actual, Plan and Target values
For score calculation u need to define Formula: and select the formula id for eg: a/b
and give a=actual and b=plan  then u hv to assign table
next u hv to select graphics also
then u sav ur BSC.
