I cannot send money from my PayPal account

I want to send money to another PayPal user but I fail each time. Maybe anyone can advise how I can do that? My account was created in Germany but now I am in Armenia. Please, help me out.

Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.
The only exception is U.S users can add their bank accounts to other countries paypal accounts. ************************************** I give up my time to help you so a thank you or kudos would be cool.

I am thinking about signing up for a skype # but only if i people can reply back to my texts from skype. Currently, when i send someone a text from skype (without a skype #), i dont believe i can receive a reply anywhere. Does having a skype number resolve this?

No. A Skype Number only provides a way for people who do not use Skype to reach you on Skype. That's it.
You would receive reply SMS messages on your mobile phone.

I have a Mac Pro and an iPad and an iPhone. I can send and receive emails from my gmail account; however, I have a second account and I can receive emails on all 3 devices, but NOT send any emails on this second account on the iPhone or the iPad

SMS/MMS messages do not display the "delivered" indicator. Only iMessages do.
If you're getting the "delivered" message, that indicates that the recipient either has or had an iOS device set up for iMessage. If that device is NOT their current phone, then tell them to check their iOS device (or Mac) for the messages.

WHen you go into iMessage settings at the top it will say your email account you are using for iMessage, press that and it will give options. Press sign out and it will use your current phone number if you're using an iPhone, if you're using an iPod then it will turn iMessage off. P.S. it doesn't sign you out of your itunes account for iTunes and all that, just for iMessage

You can't do this yourself. Click here and ask the iTunes Store staff to put it back onto the card; they'll only do this if none of the balance has been spent.

Something like this happened to me, where something went wrong on Apple's end and a movie I rented wouldn't play. I contacted Apple over the phone and they gave me back my money and fixed the problem for future use.

You can't log into any site and see your account's balance. You can log into your account on your iPad via Settings > iTunes & App Store - on my iOS devices my balance shows at the bottom of, for example, the Featured tab in the App Store app under my account id (or you can view your account via Settings > iTunes & App Stores and it should show on the screen that you are taken to). You may not see anything if your account's balance is zero.
Not sure what you mean by relationship iTunes has to products. You can buy music, films, TV shows, audiobooks via the iTunes app on your iPad, and apps via the App Store app - what you buy will be tied to your iTunes account.

You've checked the purchase history on your account (Store > View My Account menu option on your computer's iTunes), and have you made any in-app purchases or have any auto-renewing subscriptions ?
