Set up of 30 iPads

Hi All,
A school that we currently support for their IT are buying 30 iPads,
Their IT is all Windows based, (Windows 7 and server 2008)
They are looking at managing all their iPads with just 1 account.
I have had a quick look on the internet at everyone is suggesting using apple configurator,
Only problem is (and I believe) the apple configurator doesn't work with Windows only with Mac's.
Please can anyone confirm this, and if it is true, what is the best way of setting up 30 iPad's on a windows based school,
The main things are:
All iPads are the same
All iPads need to use the same iTunes ID and Password
All the apps on all the iPads to be the same (Maybe, need to discuses this with the teachers)
Teachers may want to install their own apps as well (If approved by the head teacher)
I know this as already been asked but everyone is saying use Apple Configurator.
Any help is much appreciated

I don't think everyone is saying apple configurator. There are lots of MDMs around -- Airwatch, Meraki -- it's free, MobileIron, Profile Manager on OS X Server, or Zenprise. Mac Mini is the cheapest mac anyway. ( Do a spell check on fonfigurator and you get confiscator. )
You should look at DEP. Some folks give the teachers a personal apple id along with the institutional id. You either want to use an MDM to restrict the devices. If for some reason you do not restrict the devices, set the Activation lock http://support.apple.com/kb/HT5818

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

You need an IMAP-type email service rather than a POP-type mail service. IMAP automatically does what you want. Contact your email provider to see if they offer IMAP.

They can share an Apple ID, but each device must use a different email address when setting up FaceTime. Create a gmail email (or hotmail, or ...) address and use that on one of the devices when you setup FaceTime.
You don't actually have to use the 'new' email address, it is probably just used as an index to reference the correct device when initiating a call via the FaceTime server.

How do I ensure mail is sent from the correct email account? I have two set up on my iPad, and it seems to choose which one to use somewhat randomly. This has happened both when using Mail and when emailing form another app.

I have two email accounts set up on my iPad -- one I use & one I monitor for a disabled person. On several occasions, mail I have composed and sent from my email account was sent showing the other account as the sender. Are you confirming your POP account is selected as the sending email account before the message is sent?
And regardless if the email is a new email or is replying to or forwarding an email received by the POP account and cofirming the POP acconut is selected as the sending email account, the message is sent by the Gmail account?
All message sent by the POP account are sent by the Gmail account?
If so, delete the Gmail account from your iPad and test if a message sent with your POP account which will be the only email account available with the iPad's Mail app is recieved from your POP account/address.
If not, something else is wrong or on play that has nothing to do with the iPad.

In order to use your Apple ID to create an iCloud account, the primary email address associated with the ID must first be verified. To do this, Apple will send a verification email to your account and you must respond to the email by clicking the Verify Now link. Make sure you are check the spam/junk folder as well as the inbox. If it isn't there, go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under your Primary Email Address to resend the verification email.

I did this initially as our school internet connection was stopping us from being able to update the IOS and our County was offering a managed system, Lightspeed, which took control of every device in school which proved very expensive. I now find the supervised ipads do not allow the pupils to download photos or movies etc. As we frequently use the ipads as cameras this is causing us a problem. We have a school imac that I use to keep the devices updated with Apple Configurator (not connected to our network), and this doesn't seem to offer any solution to download them either. I was told there was a setting in Apple Configurator to allow other computers to download from supervised devices, but I can't see it anywhere. I am very new to this so any advice or help would be greatly appreciated please.

I assume you are wanting to take the photos and movies off the iPads?
Connect the iPad to a Apple computer. Open "Image Capture". Any photos or video can me imported to the desktop or other location on your computer.
I had this same problem last year and as we have no wifi I asked lots of people at Apple what I could do - no one provided this answer (a little unbelievable!). If you have wifi using something like dropbox would be an easier solution.

It could be a POP account which means the first device which accesses the account gets the email unless the settings have been changed. Here are links to show what is involved. It may not mirror your circumstances though.

I'm fine with using the same ID for iCloud, so I'll give that a try.
You mention that a lost ipad can be found from any computer. As a relative computer novice, I didn't know this. How would I go about carrying out such a search?
I don't think I'd use the find friends app. My concern is to find a lost or stolen ipad.
