Setting up iPad accounts for school teachers

I am working on rolling out iPads for 30 teachers at my school. Note that while I am my elementary school's instructional tech, I am not in any way a tech guru.  Just the guy that was put in the position
In a nutshell; we acquired 30 iPad 2 devices for our school.  We are rolling them out as quick as we can.  We are putting apps on the devices and we really do not want to lose the apps whenever a teacher leaves the school as the iPads are the property of the school, not the teacher. My dilema is this; do I set up each teacher with their own iTunes account using our district email (which we will retain if that teacher leaves) or if I should simply create 5 generic accounts and put 6 devices (I believe that is the limit) on each account; if a teacher leaves I easily have the apps that I have purchased for the device returned.
Thoughts?
I personally like the first idea as it seems the most 'personable' and teachers will be more likely to really use something that they have absolute control over.  The second idea seems like a lot of micromanaging for me as I would pretty much have to either download all apps myself or I would have to have the password changed evertime a teacher leaves the school.

    I've been asked by a client to setup an iPad mini for a school giveaway including loading it up with apps. They want to provide not only free but paid apps. How do I set this thing up with an ID that the winner can use? I was thinking about creating an email account with a free webmail provider then creating an Apple ID with that email. The person donating the mini was going to give me a pre paid visa card to load it up with apps. I see several problems here. If the winner already has an apple ID they will not be able to merge the purchases and put the mini on thier existing account so they can utilize thier already setup itunes and purchases made on that account. Also if I create an ID and want to add a payment type to the Itunes store it will require billing info which I will not have since I don't know who the winner is.The only other options I can think of is to:
    1.Wait till the winner is chosen, contact them to see how they want it set up then take or it.
    2.Give them the mini and prepaid card and wish them luck.
    The person donating it really wants it set up, am I missing another options through itunes gift cards or other methods? Any suggestions would be greatly apprecieated.

    You should never setup an iPad you are giving a way. That is just looking for trouble for the recipient.
    If the person donating the iPad wants to also donate Apps for it, you can wait until the Winner is chosen, and then have the donator Gift The Apps to the winner's Apple ID if they have one.  Or create one for them on the spot and Gift the Apps that way.
    Setting Up an iPad is part of the fun of getting one, why would you want to deprive the recipient of that?
    Alternatively if you really want to you can choose to just give the sealed iPad to winner, with an itunes Card they can then redeem when they set it up.
    Past that, there's no reason you should be opening the device, as that can make it harder to get a warranty coverage should anything happen. Since its already been opened, there's no way for the winner to be sure that any damage wasn't caused by you, and no way for Apple to confirm that and you can potentially get in more trouble than you need to.
    Personally, a Device such as this should be kept sealed, and handed over ot the winner as if it were picked up at the store. 
    You probably mean well, but its just more trouble than it ultimately is worth.

    This dilemma is a consequence of US law conflicting with your school's desire to use iPads. You should ask the school for guidance since many of them have not considered its implications.
    The only way to reconcile the problem and remain within the law is to create a new Apple ID for yourself, for your child to use.
    When you create that new Apple ID, you might want to carefully follow the instructions for Creating an iTunes Store, App Store, iBookstore, and Mac App Store account without a credit card, which follows:
    Step 3 is important, no matter whether you do this on a Mac or the iPad:
    Important: Before proceeding to the next step, you must download and install a free application. ...
    Important: Before proceeding to the next step, you must download and install the free application by tapping Free followed by tapping Install App. ...
    To summarize, you must first download a free app from the App Store. When you are asked to sign in with your Apple ID, select "Create new account". Accept the terms and conditions checkbox, then click Continue. After you enter all the requested personal data, click Continue.
    When you are asked to select a payment method, select "None".

    Yu can use the same account.  Just in the Music and App and other panes for the iPod check the boxes that say sync only checked item.  You do not want to check sync the entire library.

    I have an iPad Air given to me by my high school. I just created an AppleID account for school usage, but every time I try to install apps a little pop-up comes up. The pop-up tells me to log into my AppleID account and then takes me to iTunes. Since my AppleID account is brand new, my account has not been logged into iTunes before. Another pop-up shows up telling me to "review" my account (asking me to agree to the iTunes/App Store agreement, entering my address, credit card info, billing information). I enter everything but the credit card information because since this is my school iPad I will not be purchasing anything so I clicked none for payment. No matter how many times I complete this form, I can not get pass it and a red sentece comes up telling me to contact iTunes support for assistance.

    I would certainly not recommend it for college.  You can't add the apps which serious courses are likely to require.  The same could be true for HS, depending on what kind of courses you are taking.  If all your teachers are using MS Word, then you should use that too for submitting assignments, and that requires a real computer.

    If you want to change your iCloud ID to another existing ID you'll have to delete the account, create a new account with the other ID, and migrate your data to the new account.  To do this, first go to Settings>iCloud on your phone and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off.  When prompted choose to keep the data on your iPhone.  (If you are syncing iWork documents with iCloud, also open your iWork apps and turn off iCloud syncing and choose to keep the documents on your phone.)  After everything is turned off, scroll to the bottom and tap Delete Account.  Next, set up a new iCloud account using your other ID, then turn syncing for your data (contacts, etc.) back to On.  When prompted, choose Merge.  This will upload the data to your new account.
    This will not move your photo stream, however.  If you have photos in photo stream that aren't in your camera roll and that you haven't backed up anywhere else you will need to save these before deleting the account.  To do this, open your photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos to select them, tap Share, then tap Save to Camera Roll.  You can then delete the iCloud account and your photos will stay in your camera roll.

    You can use the same apple id for two separate phoones to share apps/music, however you would need a separate apple id for both phone for imessage/facetime/icloud.

    What do you mean by administer?
    When you set up the account you have to enter a birthday and it has to results in being 13 years old or older.
    You can set a Restriction that hides the iTunes and App store and another one to prevent in-app purchases. See:

    I set up an iCloud account for myself back when the service was first introduced.  Today I went to my wife's login on our iMac and tried to set up an account for her.  From within System Preferences -> iCloud, I selected "Create an Apple ID..."  A little message drops down saying "This device is no longer eligible for a free iCloud account."
    I thought that separate login accounts on a single Mac could have their own iCloud accounts.  Is that wrong?
    It's also possible that I set up multiple accounts under my own login back when I was first setting things up.  I am one of those with multiple Apple IDs, and was confused about exactly how I was supposed to handle that, so I am pretty sure that I set up at least 2 iCloud accounts under my login on our computer.  If I have too many iCloud accounts, is there a way to find out what they are and get rid of the unnecessary ones?

    You can create and use different iCloud accounts on the same computer, whether they are single or multiple user.
    There is a limit of 3 accounts you can create from a device but I thought this was only iOS devices - maybe not.
    iCloud accounts can only be created using a valid email address, so I guess I'd start there to retrace what accounts you have.

    You will need your email server addresses for the incoming and outgoing mail servers, your email username and password, and whether you need to use login security, POP or IMAP or Exchange account type, and any relevant port numbers. Then for Mail it's simply creating a new mail account and providing the above information where requested or needed. For assistance with the use of Mail select Mail Help from Mail's Help menu and search for relevant keywords. Same with iCal. In iCal Preferences click on the Accounts icon to configure an Exchange account.
    My guess is that if you ask at computer services at your university they can provide the web page at which you will find configuration instructions for using different email clients.
    I am not at all familiar with Windows Live but it appears that it may be a browser based information system meaning you may not be able to access it from Mail or iCal. Again discuss this with the IT people at your university.
