Settings screen unavailable after changing home screen

I've just tried to change my home screen using the settings menu and one of the preloaded images. It didn't change the home screen, and now when i go back to the settings screen all I can see is that image. It won't respond to the select or cancel buttons. Everything else is working fine, but I'm panicking without access to settings. Help!

Try closing the Settings app completely and see if it then works when you re-open it : from the home screen (i.e. not with Settings 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Settings app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
If that doesn't work then you could try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

go into the safe mode and change the resolution, or at least reinstall the driver. Press F8 during initial startup of the laptop.

Additional testing i perform to make wifi work but nothing works out:
i did re-installing the software using iTunes, reset the network settings restarting the phone. Nothing solves my problem.
wifi was working with older software versions. i think there should be a problem with 8.1.1.
is anyone has fix for this issue?

That is the main menu, however you are not properly connected to the network so that is why the other apps are not appearing.
Make sure DNS is set to auto (settings - general - network)
Check that location is set correctly via settings
If on wifi try ethernet
Make sure router is up to date and has port 123 open (refer to manual if unsure)

Settings screen missing after 10.1 update

After 10.1 update my settings screen is missing. When I try to open settings anywhere from device it trys to open and quits immediately.
How can revert back to 10.0 now??
Also my phone is heating up and battery is draining fast when screen is on.
Any solution... Please help

I had the same situation with my iPod touch 5th gen. You can manually reboot it thru pressing sleep/wake button and holding it up to 10 secs - no data will be lost.. This didn't work in mine, but to some it did..
If it won't work, you could do what I did which is I reset all settings in the Reset part. It won't lose any data, just the settings (if you have just less settings did to the device, which I had). So just configure or tweak things again in the settings when it reset again.

Try turning off GPU support in your Photoshop's preferences performance section. Also check that you have installed the latest device driver installed for your GT 970 adapter and that all CS6 updates are installed... Your CS6 should be version 13.0.1.3....

Thanks to all who responded. You are all absolutely correct. However, this Ipad was a gift to my wife who was dying of cancer in the hospital and wanted some entertainment. So I started it out with her Apple ID. After she passed away I moved from Sacramento to Austin and eventually proceeded to get the Apple ID changed from my wife's to mine. Meanwhile when she was in the hospital I opened an Itunes account in my name to buy movies for her. That was the first mistake.
Then during the move to Austin I lost track of the IPAD and later found it and tried to use support but could not remember the proper ID. Later the folks at the Apple store helped me create a new and novel Apple ID that was unfortunately unlike any other.
The botom line is that I am stuck with three Apple IDs and three passwords. I am told by Apple there is nothing they can do about this as IDs cannot be changed or destroyed. I can quit using them or start a new account but when I try to do that the system keeps remembering too many things from the past and resists.
Even if I sold this Ipad and bought a new one, the system memory is still there.
I think the real problem is that destop and laptop computers are totally owned by an individual and that individual can control logins and passwords to his liking. IPADs and similar Apple products are different in that the corporation has built in their own intrusion detection schemes because of the relation to Itunes.
One thing I thought about is to open a new Itunes account pretendding to be a new customer with my regular Apple ID. Perhaps I could do the same with Apple Support.

Settings Screen frozen/unresponsive

Hi, I am having a problem with the settings screen. Following directions from the website I was on, I brought up the settings menu and changed the location storage to zero so that no information was to be stored on my system. The instructions did not say to check the box stating not to ask again.
I closed and reopened the browser, logged back in and got the above window from flash player. However, none of the buttons work.
If I right click and select "settings" again, it goes to the local storage window but again won't accept any input.

This behaviour can sometimes be fixed by deleting the folders where these settings are kept. Do the following
close all browser windows;
open Windows Explorer;
in the address bar type %appdata%\Adobe [Enter];
delete the 'Flash Player' folder in there;
in the address bar type %appdata%\Macromedia [Enter];
delete the 'Flash Player' folder in there;
now try the Settings again.

Settings Screen During Setup/SysPrep OOBE

Is it possible to get a Settings screen during the Setup/SysPrep OOBE that is similar to this? This would eliminate the necessity of having to rename the computer immediately after setting it up (which requires a reboot). Inputting this information
on a single screen would go a long ways to simplifying the OOBE process.

Maybe I'm not understanding when you're thinking of populating it... Since sysprep is doing its work on the first boot, that's your first chance to apply the machine name. Once you've done that, it still requires a reboot to apply the name change. Or am
I misunderstanding the workflow you're thinking of?
