I just dropped and shattered my screen. I have insurance on my phone but how much will it be to fix it or do I just get a new phone?

Your insurance deductible is up to $199. Asurion has a reducing deductible depending on how long since your last claim.
Getting your screen replaced may be cheaper than the deductible.
You will not get a "new" phone, you will get a refurbished phone.

There are third-party firms that do repairs on iDevices, and there are places where you can order parts to DIY if you feel up to the task:

Shattered iPhone Screen....

I recently fell down my stairs and practically threw my iPhone 3G with some force down on my tile floors. The entire right and upper portion of the front of the phone is shattered I can even see into the interior of the phone on the portion that is just above the screen and around the speakers. However i have a clear screen protector on that is holding the actual screen part together. The screen still is fully functioning, and responds to the touch even on the parts that are spiderwebbed with broken glass.
My questions are, How much will it cost for a complete replacement screen, and is it in anyway covered by insurance. Also, will I have to part with my iPhone to send it in, or will the cingular store order me a new screen, and install it for me locally.

How would anyone know what your insurance will cover? Call you insurance company.
Cingular which is now AT&T does not handle repair/replacement of iphones. Apple handles all repair replacements. They will not replace the screen. If anything they would exchange for a cost like the following:

i just broke the front glass screen for my ipone 4s, its still working but the whole screen is shattered, is it replacable, my iphone is still under warranty, will it be free?, it is fixable??, i bought the phone from paris, but i am heading to the states in a week, and i live in egypt, but apple doesn't have any official retailers in here, where i can fix it, so my last question, will i be able to fix my phone in new york?, and what kind of documents do i need to prove that i still have warranty?

Apple does not repair phones, they replace them. Accidental damage and abuse are not covered by the warranty.
If you purchased the phone in France, then you will have to have it serviced in France or another EU country. It is not servicable outside the country of origin (The E.U. is considered "one country" for warranty and service purposes). You can not get it serviced in New York.
You do not need any documents. You do not have a warranty.
In the US, replacement cost for a 4S is $199. Check the Apple Web site for your country to find out what the price is there.

i've already had to trade in my original iphone 4 due to hardware problems, my warrenty is done, and I dropped my phone yesterday, and the screen shattered. Should i buy applecare and go in and trade it, are should i go to the nearest apple store and annoy and complain until they do somthing about it? Or is it worth is to just pat them to replace the screen?

Whatever works for you. Note, however, that if you have some unauthorized shop perform a repair, you will thereafter be able to get no support from Apple for your iPhone, even if you're willing to pay them. Quotes I'm finding for replacing the screen are around £ 99, which in my mind would not be enough savings to void all support from Apple, but it's up to you.

I have an ipad2 and the screen shattered. It still works but is there a way to safely fix it without having to buy a new one?

We were on April vacation this past week and my ipad fell onto the road and shattered the screen. I can still get onto it and maneuver around my apps but the screen is spider webbed and shattered. I have heard their are screen kits you can but to replace yourself, but the reviews are mixed. They also say to be careful of the wi fi wires because you can severly screw it up. This was a huge purchase for me and I can't afford to get another one. What can I do? Best Buy says they aren't allowed to replace the screens from Apple products and I have heard Apple just sells you a new one at a lower cost. Is there a way for me to replace the screen myself?
